I once had to deal with a "sleeping" police woman near Lusaka.....amazing, she was actually sleeping, they caught me doing 33km in a 30km zone, they stopped me and told me to go and see the lady at the back of the police car.............still sleeping, she asked "how much do you have" - she was not even looking, her eyes closed..........the rest is history............lol
Beautiful country. The roads are not all that bad most of the time. The gravel roads were quite good except for the rain. Of course having a 4x4 helps.
If ever you are not happy with any government officials service just report them , we are saying no to undesirable person/corrupt . Post such nonsense on Facebook , TH-cam

We went through numerous police stops, this was the only one where we had such an unpleasant experience. I believe it was an unfortunate exception.
