You always have an inspection before you close the walls. It’s done on every job. They will make you open them back up or you’ll never get a final or certificate of occupation.

Your builder will absolutely love you stopping in every day and telling him what he's doing wrong. But you're paying for it. Make sure you get what you're paying for.
Just don't be a Chad I absolutely love when homeowners ask questions about things in their house and I will spend time to inform them about it but do it in a courteous way us contractors have a hard enough job to do without a uninformed and unskilled person telling us we are doing things wrong and stay out of their way while they are working.

I'm in a different industry, but for us, the PVC pipes are supposed to be removed carefully after placing the mortar. They are basically used as a form to create 1) a hole of uniform size and shape, that 2) is aligned with the bottom surface of whatever the water is supposed to be draining off of. If you drill a hole afterwards instead of placing the PVC, you run the risk of having a small lip of mortar that prevents the water from draining out through the hole. And if you don't use a form, you have an opening of irregular size and shape.
Weep holes. It allows the moisture buildup between the brick (stone) and the outside wall to escape. Usuaully they just leave a gap. This looks neater.
In Maryland and the area i have worked in Pennsylvania, Virginia and West Virginia all required inspections for each individual trade which had to be signed off on by the inspector of that trade before the drywall could be brought in.
We've put drainage pipes through retaining walls before. Normally we wrap them in sill seal to keep the concrete off them. Gives th a little room too if they ever crack. You can still replace them without demoing the wall.
Tube weep holes are mostly commercial in the south,but the weep rope thats use honestly holds water instead of releasing it. It maybe a request from the builder
As someone who does a lot of LP Smart siding this stuff pisses me off, and don't blame the painters, people in the comments, the ends of the trim should be painted after you cut them and before you put them up
a lot of these are the big home builders building 10 units at a time and there already sold before built so everything is rushed and most of the sun contractors arent licensed so its cheap work

I'm a Glazier, seeing that flashing joint made me physically cringe. I know exactly why it looks that way, and how to properly correct it, but it's too late now. The Fix I'd employ here would be to caulk a backer plate in place underneath and then caulk over the gap with paintable caulking. The correct method is to get your angles right, leave a ⅛" gap for expansion, and use a splice plate to keep the elevation the same.
What is an average cost of an inspector? My wife and I will buy a home (eventually) and y’all are teaching me more about home ownership than anybody else.

I've seen the PVC but with some kinda mesh to allow moisture out and keep bugs out. More consistent than skipping mortar.

Weeps can be PVC,...but I've only used them for outdoor garden walls that take in a lot of water, and the entire back fill is gravel 1 foot in.

This house is okay other than metal flashing and short trim but will survive rain.

Condensation, usually has screen over the end on inside of the brick or wall, they do have screened caps
They do that because it's better than just leaving them open. It will mold and clog less over time than the raw masonry.
