I personally disagree, in the anime of 2003, the only theme that really surprised me was “Brothers”, which is a marvelous composition. However, the tracks of brotherhood are in another level of immersion and variety. Of course is my opinion and I completely understand your point, 2003’s anime still have a great OST :)

Oshima's composition for 2003 is a consistent orchestral style, which helps in letting the moments play out without the music attracting too much attention. It's one of its strengths over BH imo. BH's OST sounds very Classical/Romantic period, which is appropriate for FMA's time period yes. But I often find it sounding "been here done that" because it pulls from a very recognisable style. 2003's OST while also being an orchestra, sounds very Michiru Oshima rather than derivative. This is just me, though. I prefer music setting the mood sneakily rather than attracting attention to itself.
