Im 4 years in on one contract. I had two others so 3 total. I couldnt keep up with all three so I cut everyone loose and only work one ongoing service contract by myself. I do use subcontractors a few times per year. I am finally stepping out of the labor by hiring two good individuals. 333k

The government pays you after you deliver the product usually. So you have to purchase the item first and make the profit when the government pays you back

Never use a home address or p.o.box for you LLC Google corporate addresses not Virtual and also look up business workspace addresses. Do not sign up for anything with a home address, especially for security reasons.
No. But you do need to have at least a small business, a sole proprietorship is just fine when signing up with SAM.gov. However for local government that could vary depending on the state, so you’ll have to do some research on your own in that regard.

The difference after he paid the subcontractor, so if he subcontracted a local cleaning service and they charged 9k, he keeps 40k
