Penguin has always been overrated, in my opinion. He was looked upon for decades as second only to the Joker, and yet you really have to reinvent him to make him interesting. Unless you make him a freak of nature or something, he's just a fat guy in a tuxedo with trick umbrellas.
Not sure on the others, but I read the Joker's Asylum issue. Largely about how Penguin was "picked on for being different," which makes it a freak Penguin story. It's an okay book, not great, but TOTALLY a freak Penguin story. That's not who the Penguin was for the first 50 years of his existence.
So what..? Is a good Penguin story, that humanized him as a character and a villain. It doesn't matter if is not who he used to be 50 years ago.. times changes, and comic book characters too. Go and read the rest anyway..

Robin Taylor Lord (gotham's tv series penguin) is the best, (and we all know it dont deny it) he was manipulative, more intelligent/clever, and loved that they make him more emotional, his character to me is better then danny devitos by a long shot (who cares if its not as accurate) and personally LOVE they change in sexuality. Prefer him for males (to me i think it fits better, despite against the comics) over being a womanizer prevert. I like the shady businessman aspect of his character, which could have made him a rival to Lex Luthor as far as controlling the underworld while having a seemingly legit company. It woulda made him a rival for Bruce Wayne as well, like a lot of Batman/Superman crossovers with Lex. It's sad that so many batman villains are ruined because the writers wanna focus on a gimmick.
Judo is a more grapple-based kind of martial arts, so it'd make sense for someone with the weird claw-flippers that can still grab things. His lower center of gravity due to being short might help too. Honestly, if he weren't a fat, rich socialite with no visible musclemass, I could buy it. He could be like Taz.
.... 6 months later XD He may be like the Kingpin in marvel : quiet about his taste for bodybuilding and just fat enough to hide that he is built like a weightlifter in order to take his ennemies by surprise with his real strength (however I got to admit that the 6 feet+ of the kingpin make it that much credible for him to be a close combat beast).

That stock market storyline has another even bigger issue. If the Penguin actually is a financial genius who can make lots of money just by speculating in stock, there is literally no reason for the character to commit crime anymore. Penguin is driven by the wish to make a lot of money - so if he has a legal way to do so no problem, why risking that for another one that is way riskier and involves possibly getting beat up by Batman.
Yeah, same sort of reason as to why Lex got reinvented into more of a businessman than a mad scientist. If you can invent an earthquake machine why use it to rob a bank when you can simply sell the machine for even more money perfectly legally?
That's not at all Penguin's motivation. In the actual story in question, he states the *exact opposite,* that merely making money is boring. He wants the physical and mental challenge of matching wits with the law and degrading people he envies.

I think people underestimate the Penguin - his gimmick is crazy, but he's still a sadistic criminal (and without insanity either), so I suspect he probably exploits the more ludicrous aspects of himself to catch people off-guard.

I maintain that the best version of the penguin is from "the batman" cartoon following batman's early years through to the formation of the justice league, the penguin is a kung fu master with two weird geisha ninja henchmen, he also trains birds into doing his crimes for him and he frequently steals bird themed jewellery.
I always missed that part were he teams up with the Joker especially the Scooby Doo crossover because that was the first time I know batman, robin, joker and the penguin at the same time.

I think people underestimate the Penguin - his gimmick is crazy, but he's still a sadistic criminal (and without insanity either), so I suspect he probably exploits the more ludicrous aspects of himself to catch people off-guard.

I maintain that the best version of the penguin is from "the batman" cartoon following batman's early years through to the formation of the justice league, the penguin is a kung fu master with two weird geisha ninja henchmen, he also trains birds into doing his crimes for him and he frequently steals bird themed jewellery.
