Last couple of times I’ve used the ferry Bluebridge have offered a cheaper service and been perfectly good. Clearly doesn’t need $4B capital investment.
Prime example is the $900m Spirit of Tasmania IV ferry parked up the the UK for the next few years because the port is too small. This is the kind of stupidity governments do.

The amount of concrete to raise the port is a big part of the cost. Look at the inside of weight bearing bones if you want save a lot of money. Rail is for mass bulk freight, or containers. They don’t run the mixed traffic like they used to. Trucks do that. I don’t think a rail , roll on , roll off ferry is necessary or viable. World wide there are very few ferry routes that have this capability.
