It's likely that Bethesda are currently making FO4, which they may announce next year (or not, who knows with Bethesda), so a TES VI probably won't come around until about 2017-19 depending on how big they decide to make it and don't work on other titles in between.
Michael Williams ESO isn't made by the same developers, so it doesn't conflict with their schedule. However, they made Fallout 3 between TES4 and 5, AND they will be making Fallout 4 first before TES6. Doesn't bother me because I love Fallout. If only they could announce it now. :(
