It's particle emitters strapped to the camera with super high transparency and a lot of particles. The particle emitters have light influence set to 1, so that only the particles affected by light are visible, and the rest are ignored. As a result you can see this beautiful godrays/fog effect. However, while it does look beautiful, you should use it sparingly, as it's very costly by performance, so, unless you have a beefy enough pc to handle the effect, your game will be a gorgeous PowerPoint slideshow. If you do add it to your games, it's recommended to put it as an option that is disabled by default in your game's settings.
