I do believe people here are forgetting that it's not exactly a decision the higher-ups made to say that, it was probably just a dude in a room writing this thing, and I feel like there's a decent chance that the person who wrote that didn't even know that Sonic 3 A.I.R exists because... well most people don't. It IS one of the most popular Sonic fan games, but when you really look at it, the Sonic fangame scene is ᵉˣᵗʳᵉᵐᵉˡʸ ˢᵐᵃˡˡ so a lot of Sega employees probably don't even know that it exists, and the person that wrote that only looked at the official games, in which yeah that would be fair and correct if we're only talking about official games. A small blunder one dude made because they didn't know the fans already made the thing.
Yeah, why would Sega know anything about fan games? It’s not like they scouted a bunch of people who were specifically known for making fan games for the sole purpose of making an official game or anything
