I think the effect that Bettany Hughes is describing is the feature of the rise of the settlement to the City, and the business of the City-state becoming primarily warfare. I believe, as smaller settlements began to condense more people the temptation to take from others becomes necessity. Feeding and providing for large populations becomes the business of the state and warfare their primary tool when agriculture fails to provide. As the state becomes militaristic it becomes male. The risk and the reward of military ventures puts all of the power and wealth in the hands of men, and the sacrifice gives them their justification for holding complete control. The justification becomes that women are incapable of the military sacrifices and therefore incapable of contributing in decision-making. That's my theory.
