There are a lot of similarities between fado and Neapolitan music, I think this song in particular is quite similar to something like Nem às Paredes Confesso in many respects. Same instruments almost (both use a higher pitched metal strung instrument as well as guitar), similar major/minor changes, same accompaniment patterns and tempo, even the Neapolitan dialect is pronounced quite similar to Portuguese.
If you mean the fast tremolo, it is more from the wrist than arm. If you let your arm fall lose at your side, then shake your hand quickly side to side, it is that kind of movement, just controlled in a small area where the plectrum plucks the string. Some use finger movements as well but for me it's much more from the wrist. I used to play guitar in a metal band as a teenager which was loads of tremolo so I learnt it then!

Any tips on learning the rather extensive alternate picking on the mandolin, without the arm falling off?
