The window matte should be taped to the backing first to help you align your artwork to the window.
I could swear I heard you say, "....in case your artwork gets fucked". You actually said, "....in case your artwork gets bumped" but it doesn't sound that way. Lol.

Does only the top need to be t-hinged? Is the bottom hanging freely?
I think so. The idea being it should be free to move around a little over time as paper/art can expand or contact based on temperature/humidity, etc.
Yes, this allows the artwork to expand and contract with changes in relative humidity that will act upon the. paper and matte, etc. If you tape the bottom you may get buckling of your print when humidity changes.
