Nabu aka Doctor Fate for Order and the witch boy for Chaos. In this case, Barry is the avatar for the positive force and Thawne for the negative force and did it pick the perfect socio/psychopath avatar for itself.
I really like the Negative Forces espcially Negative Deon. They're more interesting than the Postive Forces although I do love Postive Deon. Hats off to the actor who plays Deon.

So Thawne never created the Negative Speed and Still Forces, they were always there. Since the universe requires balance that would mean all 4 Pos and Neg were around sine the dawn of time. Maybe before s7, Speed Nora wasn't aware of either of them until her rebirth which some how took Still, Strength, and Sage along and made them relatable.

I would guess after all those years for Damien Darhk to study magic, he was able to give good advice to Iris. The show turned from a cool crime solving superhero show to a show about characters over explaining things and sharing the spotlight with everyone even side characters. It’s bitter sweet to watch. It would be nice if they returned to the roots of crime solving and letting the hero be the hero. No need to give participation 🥇 awards to every character.

So the negative speedforce chose thawne as its avatar and its conduit just like how positive forces did with alexa, bashir and deon except speedforce because barry is a conduit of speedfoce while speedforce nora is an avatar . But it can merge completely with barry if it wishes to do so...this explains why there arent more than 1 Neg speedforce speedster as it completely integrates with the person it chooses. Whereas Speedforces chooses to share it connection with multiple beings in or during same time, even the other positive forces have chosen the humans and completely merged with them to be avatars and we dont see any one tapping into those forces except i think cecile can tap into psych force considering her powers are similar and the reason why deon chose her.. while timeless wells taps into still force for his travels (that's my theory)
So in shorter terms, that will explain why Thawne was 1 force short since Nora is the only force not effected by Iris' sickness; therefore, Nora did not turn into a negative force.

I always thought that Eobard Thawne created the Negative Speed Force.
In the comics he did but technically it’s the same as the speed force it’s always existed but technically it didn’t exist until Thawne created
