    I would like to know why bottom layer needa to be converted into smart object? if it remains normal object, radial blur effect won't work?

      Good question! One of the main benefits of using smart objects is that you can apply filters as smart filters. Smart filters are non-destructive filters that can be edited, hidden, reordered, or deleted at any time.
