Actually they knew immediately that the loss causing strikes were represented by areas with no recorded hits. This is Operations Research 101. My dad mentioned this to me when I was a child. Many bright people advised industry and the military during the war. He was an economist and efficiency expert post college. Thanks for bringing this to the attention of the wider public.
Archelogy has to deal with survivorship bias because grave goods survive but are not always a fair representation of everyday goods. Also rich graves are more likely to be found than poor graves
