Disagree with creation trio not being top 2. They quile literally shape and sustain not just the universe but the multiverse and their building blocks they casually destroy dimensions on a whim and could erase mew and necrozma veeeeery easily
Zygarde was born in terminus caves, a place that go beyond Time and Space, so he might be stronger…maybe legends ZA will give him credit. Also in the manga 100%Zygarde is on Pair with Ultra necrozma… and now we know Mega 100% Zygarde exist, so it might be possible
I mean , arceus is literally god , and i like to imagine that since all legendary pokemon ( includes the mythicals as well ) , can be considered gods and that each one play a role in what they represent ( like the creation trio representing space , time and anti-matter , mew being the ancestor of all pokemon , the lake trio representing human concepts like knowledge and etc ) for the stability of the pokemon world , so arceus calls all of them every once in a while for a big dinner and to see if they are doing what they are supposed to be doing.
That is not how it works. Mew has the DNA of regular earthly pokemon. This is why he can't learn any move from pokemon such as Deoxys, or gods like Palkia. Mew is weaker than Mewtwo( then OG one not the one who struggled vs Tyranitar) Mew has no special abilities like Dialga manipulating time. Speaking of which the strongest pokemon are the sinnoh legends, Arceus created an entire multiverse, he has absolute control over space, time, matter, anti-matter. In the Hoopa movie, the universe was crumbling thanks to Hoopa meddling with time space across the multiverse via portals, not even Dialga and Palkia ,the living embodiments of space and time, could do anything. Arceus just showed up, did nothing, and fixed it. Dialga has also been seen de-evoling a pokemon using their powers. Mew really is a bottom tier. He even got hurt by Pikachu's thunderbolt in one of those Prof.Oak segments 😂.
Exactly, a lot of people forget that mew's power of dna stops with regular Pokemon, Not to mention it's straight up said in game that palkia is the creator of parralel universes, Like the fact that, mew can learn "everymove" but not a single legendary move should be enough proof to prove that it's only regular Pokemon
This is not true as bot seen in the anime nor game there is no reason to turn or use the powers of the god also if mew is second why would he should be able to use arceus power in the game as that would be to over powered let alone the other legends and gods and plus there is no use in the anime as mew is very intelligent and know that the creator trio and arceus power should be restricted for his use becuase mew has no purpose of the stepping in their job. Also saying if he had all the other pokemon powers he could easily destroy the earth with 0 diff so there are no reason to use the legends powers

Not only that but they are also beings predating the foundation of the multiverse and their multiversal concepts and affect every living being. That's grounds for me to put them above most legendaries imo

Just to show you how outmatched the weather trio are; Dialga easily de-evolved a bunch of Pokemon all at once back into when they were eggs. It can legit manipulate time, do whatever it wants with it. I highly doubt it's below stopping time and taking them all down. I also highly doubt its powers don't work on the weather trio

Why would you put Necrozma and Mew above the Creation Trio? Mew doesnt have the dna of the legendaries that are not earthly first , secondly he nas no feats, literally no feats Necrozma? definitely under the Creation trio, at this point its common knowledge that Sinnoh region has the strongest legendaries, as well as the first and probably only ones to be considered " Gods " Pokemon. Eating light is a nice feat but it cannot beat concept of Space, Time or Anti Matter, Ultra Necrozma is overrated and its literally on the same power of 100% Zygarde or Eternamax Eternatus.
By the logic of Mew’s strength… that means Ditto is stronger than all these Pokémon as well 🤣. I don’t think mew can turn into Dialga and have dominion over time. Just transform and cosplay as them. Also, unknown should be on this list as they make up reality as we know it, reality itself wouldn’t exist without them.

That's not 100% true. We don't for sure who came first. Besides mew regardless of transforming, can learn and use any move. Mew is by far the strongest

The lake trio is NOT strong. I'm tired of people bringing up the "Red chain". It's basically an emergency lock coded into unimpressive Pokemon. They can't use it themselves and it doesn't benefit them in anyway, they just have it. If you put a gun in the glovebox, the glovebox does not become a powerful armed individual. Mew is not strong either. It's the common ancestor of COMMON Pokemon. Basically, the world was only Mews and they evolved (The real world kind of evolve, not Pokemon evolving) into different Pokemon depending on where they lived. Mewtwo and Mew should be bottom of A tier. Necrozma should be below the creation trio. You just stuck onto "infinite" but no matter how much it "destroys" it's not touching space or time itself, just hoping around gobbling up light.
To be fair, not all the legendary pokemon are specifically built for combat anyway ( lore wise I mean ) and most pokemon would be pretty OP in OUR world if you think about it, so we can at least enjoy that. (=
The Lake Trio were put so high up specifically for their mind alteration powers. It doesn’t matter how strong of a powerhouse Rayquaza is when it could just erase its memories or will to live
I agree with what you said, except about the Lake Trio, they came before almost any Pokémon except the Creation Trio, so logically, the Uxie, Mesprit, and Azelf can take away the memories, the emotions, and the willpowers of all beings that came after them, that's literally BROKEN.
Nah be fr, Rayquaza far surpasses mewtwo (it can easily destroy the planet as it destroyed the delta meteor with 0 difficulty) and Palkia is responsible for holding together the dimensions of every universe in pokemon which is confirmed to be infinitely expanding, Dialga keeps the flow of time in these universes as well. That easily makes the creation trio the 2nd strongest as Giratina is capable of fighting on par with Palkia and Dialga. It is confirmed that Arceus existed in a void of nothingness and that he created every concept and principle within the pokemon verse and created pokemon to embody these concepts. In every other universe there will be another set of those legendary pokemon however Palkia, Dialga and Giratina are single pokemon that hold the fabric of the multiverse together, Arceus who created all of this and still exists beyond them is easily the strongest pokemon.
Rayquaza is pretty OP, I'll give ya that, I honestly wish they did more with mewtwo as a character, since he has potential, he just needs to use it, maybe have him be the one to FINALLY destroy team rocket, it would be cool to see.

The reason being is because there is only ever one distortion realm, meaning if there was more than one Giratina then there would be an infinite number of Giratina inside that single realm, and since Palkia and Dialga were created alingside Giratina it can be assumed that there's only one of them as well
Bad list, it should genuinely be: 1. Arceus, 2. Creation trio, 3. Rayquaza. Not putting the weather trio as no. 3 purely because Rayquaza just solos the other 2 easy but Groudon and Kyogre should be just behind. Also, Mew has no business being even in A, let alone the second strongest. It is the progenitor of pokemons you find in the world, not the gods or these OP legendary/mythical beings. Mew's just the first pokemon ever before it eventually evolve to every non-legendary/mythical pokemon on the verse through adaptation. There are lots of others that're wrong, but I couldn't be bothered to type it all here. Just know that 3/5 of the top 5 shoudn't even be there and putting Necrozma and Mew above the Creation trio is just criminal.
To be fair, power scaleing pokemon is kinda hard, since there are inconsistencies between games, anime, and Manga, and to be honest, the only legendary pokemon that are specifically made for fighting, ( that I can think of ) are the swords of justice.
And logic wise. Creators are obviously stronger than every legendary. I mean they wont even exist if Dialga Palkia and Giratina dont maintain balance properly
@@IamJFD My thoughts exactly, for example, in the PMD games, Dialga going nuts causes time itself to freeze, leading to the events of the whole game, and it's only by luck, ( and plot armor) that the player character is able to fix things.

They did my boi Deoxys dirty. It should've been higher considering it often battles Rayquaza. It should've been atleast below the weather trio. What other feats we get to see is deoxys saving the Hoenn Region from an asteroid in ORAS. It is literally on par with Zekrom and Reshiram.

Heck Yvetal's classification is not even death, it's destruction. You gotta remember some pokemon are just classified because of their association with certain things. Not once in their pokedex entries has said that they embody those concepts. For example, It's ridiculous to assume that if you kill Xerneas then all life in the universe would cease to exist. This is not the same case with the creation trio who are living embodiments of their concepts.

Dialga have shown time travelling, even sending others back and forth in time. In the manga, its capable of stopping time completely. And recently in the anime, is even capable of de-evolving pokemon cause time reverts them back. Same with Palkia, in the anime it can open portals to another universe for it is the master of dimensions.
@ but the lack of lore about XY doesn’t mean Xerneas and Yveltal doesn’t control Live and Death… Most likely they do since if Yveltal die, all life would cease existing…and Dialga and Palkia are both living beings aswell…so there is nothing that confirm or deny that they would be affected. And in the Manga Zygarde 100% is the strongest Pokémon after Arceus…he doesn’t have direct confrontation with Dialga and Palkia, but his scaling is more impressive …not to mention he’s getting a mega in ZA
They should probably do an updated version of their pokemon anime villains list, since the OG anime is over, and Horizons is just beginning, it would wrap things up in a little bow for those versions of those characters. (=

I’d swap the creation trio with Necrozma. Only because by theory space and time manipulation can pretty much erase/Banish necrozma. Even if banishing it is only to the distortion realm. It may take over the distortion realm however.
They might wait until there's more development before doing that, since horizons is pretty new still, compared to the 20ish years of stuff the OG had, glad you like the new series though. (=
This list is weird. You're missing out on some of their feats like Lugia's power being too strong that the mere flap of it's wings can cause a storm all over the region.

Hail yeah! That spinoff deserves all the attention it can get! It's weird little fanfics got me into pokemon in the first place! Most characters would probably be good/neutral though, with only the main baddies in the evil section. Still all for it though!

The people who are shouting that Mew is not strong then go and watch Pokemon....Arceus and Mew were the first Pokemon in Universe who came into existence....Mew has DNA of each and every Pokemon that exists including legendary Pokemon also, multiple times he transformed into Lugia Ho-Oh Kygro etc......Mew have extraordinary powers but its only few abilities shown in the anime...He can stop time also which power he used to save baby pokemon in one episode when he stopped the time to save him...
Okay this was a good list, but Mewtwo and mew are way too high, first thing, Mewtwo hasn't shown any feats that are even comparable to the weather trio, mew's technicality of being the "first Pokemon" doesn't even apply to most Pokemon you put below it, mew evolved into the pre historic Pokemon like tirtuga and archen, but it didn't become things like groudon kyogre and definitely not the creation trio, who as the name says, created everything, after they themselves were created by Arceus New came into being after earth's creation, who was essentially completed formed by groudon and kyogre, and why is rayquaza even in the same Position as them when rayquaza litterally 1v2 them in their true forms, aka their primal forms, before it even achieved mega evolution, which is a completely seperate power from it And why is necrosma above the creation trio, yes it controls light but palkia litterally created parralel dimensions

Doing good to evil on pokemon types is probably hard since they're judging the species in general, and not specific characters, as most pokemon are just animals, many would fall under good or Grey area.
1.Arceus - The god himself 2.Giratina/Dialga/palkia - same strength giratina is not stronger - literal gods after arceus 3.Ultra necrozma/Eternamax - best stats 4.Mega Rayquaza - Dragon ascent and meteor destroyer 5.Mega mewtwo - no explanation needed 6.Groudon/Kyogre/Primal - strongest in their primal forms 7.Deoxys - Alien pokemon - landed some hits on rayquaza 8.Zygarde - core enforcer and kalos performance 9.Kyurem/Black/White - no reason 10.Mew - lowest stats but one of the strongest pokemon ever - copy ability Honorable mention - (azelf,mesprit,uxie) (guardians) can't rank them in top 10 because not enough stats and feats - lugia,ho-oh.solgaleo,lunala,zekrom,reshiram,xerneas,yveltal,hoopa unbound and mega pseudo legendaries like mega metagross,mega salamence,mega garchomp and mega latios/latias.
Definitely, especially since they're probably never coming back, and Jesse's voice actor passed recently, would be cool to see them in the games though, maybe with a little side quest or something. (=

Love it! Thought I'd include my own list here of my top 10 with my own reasons, but I'm not an expert, so this is very subject to change, I guess. I balanced lore (Which I favor) with actual game and movie appearances and feats, as well as how I see how effective they use their powers. 1. Necrozma. Necrozma, even after it's light was shattered and taken, never sought to destroy anything as an act of revenge. It is the being of light, giving it freely. Once its power was restored, it was quick to forgive humanity and went back to restoring light to the worlds it stole from. And since ultra beasts have a loose connection with Pokémon, it could be argued that ultra beasts existed before arceus, since he created the Pokémon world, and not necessarily the ultra-beast's world. And since arceus is a Pokémon of light, it could be said (albeit with a stretch) that Arceus was born from the light Necrozma gave out. 2. Giratina. I think he stands above his trio, and trio master. I hear that "Arceus banished him for being aggressive" but I actually saw more aggressive, Illogical, and spontaneous/rash decisions from the god Pokémon as opposed to Giratina. and even after being banished, he kept order in reality, instead of throwing a tantrum and stirring things up. My guess is Arceus believed Giratina could surpass himself in power. Giratina seems to be not as aggressive and rash as it is given credit for. 3. Dialga and Palkia. I mean, they protect time and space respectively, they kind of guard over reality and make sure it is stable. They are the best representation of atlas, carrying the universe on their shoulders, making sure it works properly. 4. Eternatus. I mean, he has unlimited energy and is basically a rehash and more antagonizing form of Necrozma. He supplies a mysterious energy for a region and gains his true form from absorbing said magical energy. He fails because he has more notable weaknesses as opposed to Necrozma. Necrozma was stopped by the dog duo, while both lunala and solgolao could not stop Necrozma. So, Necrozma succeeded (Even in his weakened form) where Eternamax Eternatus failed. 5. Rayquaza. He basically protects the entire earth from tsunamis, earthquakes, volcanoes, floods, hurricanes, tornadoes, and all manner of natural disasters, including meteors, and things that would destroy earth, (And have in our actual history. Life has restarted I believe 5 times by these disasters). He is a more physical version of atlas, holding the physical world on his shoulders. So, I'd say he earned this spot. 6. Arceus. He has to be here, simply for being the creator Pokémon. He IS the all-creating Pokémon in the world, but he gets knocked down a bit because while he is all-creating, he is NOT all powerful. Arceus has been trapped by people before, with no escape. Even Necrozma and Giratina found a way out of their respective problem. Necrozma survived having his very life force shattered, Giratina survived being banished from reality, meanwhile Arceus wallowed in omni-loathing after drowning in lava, (With ''apparently'' no way out even though he can literally fly) hating on humanity, all the while ignoring the protag's attempts to rescue him. And even after being rescued, he still throws a tantrum, aiming to destroy the world. And not coming close to reaching that goal, I might add. And to an extent, he is limited in power because of his reliance on his plates. 7. The Aura Trio and Lake trio. I mean, they control life, death, and order. Those are basic parts of life that are kind of important. And then, furthering this by the second trio, which controls willpower, knowledge and emotions adds a lot. Giving sentience and wisdom to life is a powerful combination. 8. Perfect form Kyurem. It is stated that both Resheram and Zekrom were once merged with Kyurem. His fusion with the individual Pokémon is both strong but fusing with both at the same time to gain his full power is something we haven't seen. Even Resheram and Zekrom are said to have scorched the earth in fire and lightning, so combined with Kyurem has got to be some elemental mastery the likes of which we haven't seen by most if not any Pokémon. 9. Mew and Mewtwo. Although one is stronger lore wise, and the other is stronger battle wise, I think they are kind of on equal power. And this is shown whenever they actually do fight, and they always end finally in a tie. They are both very strong Pokémon that are impossible to exclude from this list. 10. Regigigas. For many of the same reasons you already mentioned, he stands strong because of his ability to create life in inanimate objects, especially life that can control elements to an extent that very few other Pokémon can match. But yeah, that's my 2 cents I guess :)
Bro how can you put darkrai so low when he literally take multiple attacks from palkia and dialga he even hit them multiple time with dark pulse and this is even great feats for darkrai who has 600 base but fighting against 720 stats gods
the most powerful is Arceus, second is Giratina, third are Dialga and Palkia. You could aruge Eternamax Eternatus, Ultra-Necrozma as more powerful but they are not.
Hoopa's unbound form can literally control the creation Trio. Further, his rings can manipulate both Time and Space. Doesn't that make him supremely powerful aside from Arceus? I mean there was a reason why only his true form was sealed in a bottle.
Only the shadow can control the creation trio, it's shown in the beginning of the movie that normal Hoopa Unbound is incapable of controlling the pokemon it summons. Also it clearly diminishes their power, while the shadow did cause a space-time rift from summoning to many legendaries, the creation trio was largely inactive in the fight compared to when the creation trio was trying to fight Arceus.
@diegoquezada3193 I mean the "Shadow" was still Hoopa. I always thought it was a more perilous form of "Hoopa Unbound", making it Hoopa's ultimate form. I agree with the " decreased power" statement. However, controlling the literal Gods of the Pokemon world is a huge achievement. I think everything can be cleared up with his proper origin story. The movie failed to give that.
In actuality marshadow can copy special powers due to his pokedex entry in sun and moon. I don't know why these folks are spreading misinformation. With that being said I think that would boost marshadow to be atleast b tier.
Mewtwo giving stronger than Rayquaza is a miracle. Both are strong but Rayquaza suprass mewtwo by pretty great potential. Also Lake trio aint that strong. Created by arceus and checking Dialga and Palkia doesnt mean its strong. Also Mew aint beating Creation Trio 💀💀💀💀. Now Mew fans will say Mew have the DNA of every pokemon then lemme say that, It might have as shown in journeys - Mew took form of Groudon and Kyogre but Mew cant take the Primal form. Bonus✨ Ultra Necrozma is 2nd Strongest Pokèmon.
There are some that depends on what you consider better (raw power or hax) and interpretations (like Mew) they can be debatable, but come on, Mewtwo is simply too high and Deoxys and Darkrai too low. Mewtwo does not have any planetary-level feat and Deoxys can face mega-Rayquaza, a being that can destroy the Earth several times with a single attack, while Darkrai has at least one feat in all the canons of the franchise that makes him no on par, but a little close, to Palkia and Dialga.
I can understand most of the list being in the order it’s in, except for the lake trio. They are far to high imo. No way they are more powerful than Raquaza and the primal duo or Eternatus for that matter.

That is not how it works. Mew has the DNA of regular earthly pokemon. This is why he can't learn any move from pokemon such as Deoxys, or gods like Palkia. Mew is weaker than Mewtwo( then OG one not the one who struggled vs Tyranitar)
Mew has no special abilities like Dialga manipulating time. Speaking of which the strongest pokemon are the sinnoh legends, Arceus created an entire multiverse, he has absolute control over space, time, matter, anti-matter. In the Hoopa movie, the universe was crumbling thanks to Hoopa meddling with time space across the multiverse via portals, not even Dialga and Palkia ,the living embodiments of space and time, could do anything. Arceus just showed up, did nothing, and fixed it. Dialga has also been seen de-evoling a pokemon using their powers.
Mew really is a bottom tier. He even got hurt by Pikachu's thunderbolt in one of those Prof.Oak segments 😂.

The lake trio is NOT strong. I'm tired of people bringing up the "Red chain". It's basically an emergency lock coded into unimpressive Pokemon. They can't use it themselves and it doesn't benefit them in anyway, they just have it. If you put a gun in the glovebox, the glovebox does not become a powerful armed individual.
Mew is not strong either. It's the common ancestor of COMMON Pokemon. Basically, the world was only Mews and they evolved (The real world kind of evolve, not Pokemon evolving) into different Pokemon depending on where they lived.

Necrozma should be below the creation trio. You just stuck onto "infinite" but no matter how much it "destroys" it's not touching space or time itself, just hoping around gobbling up light.

Nah be fr, Rayquaza far surpasses mewtwo (it can easily destroy the planet as it destroyed the delta meteor with 0 difficulty) and Palkia is responsible for holding together the dimensions of every universe in pokemon which is confirmed to be infinitely expanding, Dialga keeps the flow of time in these universes as well. That easily makes the creation trio the 2nd strongest as Giratina is capable of fighting on par with Palkia and Dialga. It is confirmed that Arceus existed in a void of nothingness and that he created every concept and principle within the pokemon verse and created pokemon to embody these concepts. In every other universe there will be another set of those legendary pokemon however Palkia, Dialga and Giratina are single pokemon that hold the fabric of the multiverse together, Arceus who created all of this and still exists beyond them is easily the strongest pokemon.

Rayquaza is pretty OP, I'll give ya that, I honestly wish they did more with mewtwo as a character, since he has potential, he just needs to use it, maybe have him be the one to FINALLY destroy team rocket, it would be cool to see.

The reason being is because there is only ever one distortion realm, meaning if there was more than one Giratina then there would be an infinite number of Giratina inside that single realm, and since Palkia and Dialga were created alingside Giratina it can be assumed that there's only one of them as well

Bad list, it should genuinely be: 1. Arceus, 2. Creation trio, 3. Rayquaza. Not putting the weather trio as no. 3 purely because Rayquaza just solos the other 2 easy but Groudon and Kyogre should be just behind. Also, Mew has no business being even in A, let alone the second strongest. It is the progenitor of pokemons you find in the world, not the gods or these OP legendary/mythical beings. Mew's just the first pokemon ever before it eventually evolve to every non-legendary/mythical pokemon on the verse through adaptation. There are lots of others that're wrong, but I couldn't be bothered to type it all here. Just know that 3/5 of the top 5 shoudn't even be there and putting Necrozma and Mew above the Creation trio is just criminal.
To be fair, power scaleing pokemon is kinda hard, since there are inconsistencies between games, anime, and Manga, and to be honest, the only legendary pokemon that are specifically made for fighting, ( that I can think of ) are the swords of justice.

Dialga have shown time travelling, even sending others back and forth in time. In the manga, its capable of stopping time completely. And recently in the anime, is even capable of de-evolving pokemon cause time reverts them back.
Same with Palkia, in the anime it can open portals to another universe for it is the master of dimensions.

Okay this was a good list, but Mewtwo and mew are way too high, first thing, Mewtwo hasn't shown any feats that are even comparable to the weather trio, mew's technicality of being the "first Pokemon" doesn't even apply to most Pokemon you put below it, mew evolved into the pre historic Pokemon like tirtuga and archen, but it didn't become things like groudon kyogre and definitely not the creation trio, who as the name says, created everything, after they themselves were created by Arceus
New came into being after earth's creation, who was essentially completed formed by groudon and kyogre, and why is rayquaza even in the same Position as them when rayquaza litterally 1v2 them in their true forms, aka their primal forms, before it even achieved mega evolution, which is a completely seperate power from it

4.Mega Rayquaza - Dragon ascent and meteor destroyer
5.Mega mewtwo - no explanation needed
6.Groudon/Kyogre/Primal - strongest in their primal forms
7.Deoxys - Alien pokemon - landed some hits on rayquaza
8.Zygarde - core enforcer and kalos performance

Love it! Thought I'd include my own list here of my top 10 with my own reasons, but I'm not an expert, so this is very subject to change, I guess. I balanced lore (Which I favor) with actual game and movie appearances and feats, as well as how I see how effective they use their powers.
1. Necrozma. Necrozma, even after it's light was shattered and taken, never sought to destroy anything as an act of revenge. It is the being of light, giving it freely. Once its power was restored, it was quick to forgive humanity and went back to restoring light to the worlds it stole from. And since ultra beasts have a loose connection with Pokémon, it could be argued that ultra beasts existed before arceus, since he created the Pokémon world, and not necessarily the ultra-beast's world. And since arceus is a Pokémon of light, it could be said (albeit with a stretch) that Arceus was born from the light Necrozma gave out.
2. Giratina. I think he stands above his trio, and trio master. I hear that "Arceus banished him for being aggressive" but I actually saw more aggressive, Illogical, and spontaneous/rash decisions from the god Pokémon as opposed to Giratina. and even after being banished, he kept order in reality, instead of throwing a tantrum and stirring things up. My guess is Arceus believed Giratina could surpass himself in power. Giratina seems to be not as aggressive and rash as it is given credit for.
3. Dialga and Palkia. I mean, they protect time and space respectively, they kind of guard over reality and make sure it is stable. They are the best representation of atlas, carrying the universe on their shoulders, making sure it works properly.
4. Eternatus. I mean, he has unlimited energy and is basically a rehash and more antagonizing form of Necrozma. He supplies a mysterious energy for a region and gains his true form from absorbing said magical energy. He fails because he has more notable weaknesses as opposed to Necrozma. Necrozma was stopped by the dog duo, while both lunala and solgolao could not stop Necrozma. So, Necrozma succeeded (Even in his weakened form) where Eternamax Eternatus failed.
5. Rayquaza. He basically protects the entire earth from tsunamis, earthquakes, volcanoes, floods, hurricanes, tornadoes, and all manner of natural disasters, including meteors, and things that would destroy earth, (And have in our actual history. Life has restarted I believe 5 times by these disasters). He is a more physical version of atlas, holding the physical world on his shoulders. So, I'd say he earned this spot.
6. Arceus. He has to be here, simply for being the creator Pokémon. He IS the all-creating Pokémon in the world, but he gets knocked down a bit because while he is all-creating, he is NOT all powerful. Arceus has been trapped by people before, with no escape. Even Necrozma and Giratina found a way out of their respective problem. Necrozma survived having his very life force shattered, Giratina survived being banished from reality, meanwhile Arceus wallowed in omni-loathing after drowning in lava, (With ''apparently'' no way out even though he can literally fly) hating on humanity, all the while ignoring the protag's attempts to rescue him. And then, furthering this by the second trio, which controls willpower, knowledge and emotions adds a lot. Giving sentience and wisdom to life is a powerful combination.
8. Perfect form Kyurem. It is stated that both Resheram and Zekrom were once merged with Kyurem. His fusion with the individual Pokémon is both strong but fusing with both at the same time to gain his full power is something we haven't seen. Even Resheram and Zekrom are said to have scorched the earth in fire and lightning, so combined with Kyurem has got to be some elemental mastery the likes of which we haven't seen by most if not any Pokémon.
9. Mew and Mewtwo. Although one is stronger lore wise, and the other is stronger battle wise, I think they are kind of on equal power. And this is shown whenever they actually do fight, and they always end finally in a tie. They are both very strong Pokémon that are impossible to exclude from this list.
10. Regigigas. For many of the same reasons you already mentioned, he stands strong because of his ability to create life in inanimate objects, especially life that can control elements to an extent that very few other Pokémon can match.

Hoopa's unbound form can literally control the creation Trio. Further, his rings can manipulate both Time and Space. Doesn't that make him supremely powerful aside from Arceus? I mean there was a reason why only his true form was sealed in a bottle.
Only the shadow can control the creation trio, it's shown in the beginning of the movie that normal Hoopa Unbound is incapable of controlling the pokemon it summons. Also it clearly diminishes their power, while the shadow did cause a space-time rift from summoning to many legendaries, the creation trio was largely inactive in the fight compared to when the creation trio was trying to fight Arceus.
@diegoquezada3193 I mean the "Shadow" was still Hoopa. I always thought it was a more perilous form of "Hoopa Unbound", making it Hoopa's ultimate form. I agree with the " decreased power" statement. However, controlling the literal Gods of the Pokemon world is a huge achievement. I think everything can be cleared up with his proper origin story. The movie failed to give that.

Mewtwo giving stronger than Rayquaza is a miracle. Both are strong but Rayquaza suprass mewtwo by pretty great potential.
Also Lake trio aint that strong. Created by arceus and checking Dialga and Palkia doesnt mean its strong.

There are some that depends on what you consider better (raw power or hax) and interpretations (like Mew) they can be debatable, but come on, Mewtwo is simply too high and Deoxys and Darkrai too low. Mewtwo does not have any planetary-level feat and Deoxys can face mega-Rayquaza, a being that can destroy the Earth several times with a single attack, while Darkrai has at least one feat in all the canons of the franchise that makes him no on par, but a little close, to Palkia and Dialga.
My favorite legendary is Entei and my favorite mythical is Mew.

I can understand most of the list being in the order it’s in, except for the lake trio. They are far to high imo. No way they are more powerful than Raquaza and the primal duo or Eternatus for that matter.
