It is not the VA's fault, is the Sound Director's. If you really need to put the blame on someone, its him.
If you listen to the story, her voice has always been like this. They just matched her voice in the story.
Also I know this is an unpopular opinion, but I actually like her new voice more. It matches her characters better, as insecure imouto shadowed by her successful sister. Its really adorable

@@jdawgtran3737 Her idol persona is just a facade to hide the fact that she's depressed. She once said that she only allows herself to be depressed for 30 secs, that's not how depression should be handled. She likes to bottle up negative feelings and doesn't have anyone to help her vent out.
@@galaxyburst7208 U blame the Voice Director when the New Voice was the one that was originally approved not the old voice..The old Raspy Barbara voice was a different voice file that was accidentally put in the game and was only corrected at 1.3 update because Mihoyo prioritzed the bug fixes over voice file fixes.
