You can get it from the Seasons Track. Have you done that? It also unlocks the blueprint for it. And then It starts dropping in the open world normally.
3 hunters with x is one of the few viable ways to use this bag in a serious way. I love the ninja bag but it is a bit lacking. I would probably go mask gloves and kneea with picaros and technician and run the linked laser pointer on the dark winter (weirdly not many people know you can do this). Then rock a tier 3 defender drone or even bring back the chem launcher. A tier 3 chem launcher will do a lot for team mates. Worth running a secondary with future perfect too
the build is good enough but 1 little upgrade you can do which can increase your overall damage: Change your Dark Winter to normal Vector .45 with Flatline and it will deal more damage with that build.

I am usually not that good at making builds but I made this one where you have 6 red cores , 6 skill tier cores ( using Future Perfect) 1.2 mil armor, tactician for another skill tier , 3 piece striker ( Mask red core , gloves red core , knee pads red core) , Ninja Bike , Closer chest piece (red core) for the armor and 10% on kill plus 20% amplified weapon and skill damage, Picaro's Holster ( Blue core), I am using Tactical MK 16 with Future Perfect to get the 6 tech plus over charge and my 2nd gun I am using a Vector with flatline if its just a boss/named, wanted to see if you can check it out and make it better

If its killing one to two npcs within a mag on Heroic with all that survivability, I consider that decent enough damage. But, ofcourse use what you prefer.

Change your damage numbers display to "floating" please, so we can see the damage you're doing
Will surely do. I only enable that in the shooting range while testing as I find floating numbers a bit annoying during combat. Thanks for watching.
