on loose terrain (snow too) a locked-out wheel creates a bit of a berm in front of the contact patch (as it drags dirt) thus increasing friction Plus giving sideways mobility to the wheel.
on hard surfaces a lockout Greatly reduces friction (and usually gives the wheel too much sideways mobility).
