Thanks for help, but kind of already figured out how wrath works. From my testing with it, you have to hold down the button and the longer you hold it, the higher the chance of activating the rampage effect, which is where the mob killing comes into play so that it stays active and grows stronger.
I'm using a pack that was recommended on the Discord for the Tensura mod, so I don't fully know what everything does, but I think it's a bunch of performance, QoL, and structures mods. Yes it does. Every second you hold Wrath, it has a chance to boost your Rampage level by 1, and the boost gets multiplied by your Rampage level, so it can get pretty powerful, pretty quickly
@Ardendrus I tried it for myself but it seems kinda mid. Might just be me tho. Getting rampage it pretty rare and the toggled passive makes your magicules go over 125% which still causes you to die to the magicule poisoning. Rampage is pretty dang good tho, but its just too rare to actually be useful imo

in statistics, 5% is way too high for balancing reasons.
I only changed it from 3% to 5%, so I didn't think it would matter that much, but I guess I was mistaken
