The problem is not with the AppleTV. I have an AppleTV, which I usually connect to my LG C2 through a Denon S970H AVR. It had no issues showing Atmos audio after the update. I then switched the Apple TV to connect directly to the HDMI 4 port of the LG C2 and then sent the sound via the LG HDMI eARC port to the Denon AVR. The Apple TV settings showed Atmos was available, and testing a known TV show (Severence) showed it was transmitted. The HDMI 4 input was set to Bitstream sound, and the eARC output was set to Passthru. So, look at your TV sound and receiver's settings again.
Just switch “change audio format” back to “off” and you should be good. And keep in mind that it is totally normal to not see the Dolby Atmos popup (different from the Dolby Vision popup which will be shown always if Dolby vision is active) when you have a soundbar or sound system connected, the Dolby Atmos popup is only displayed by LG TVs if the internal TV speakers play Dolby Atmos. You have to verify that you are getting Dolby Atmos by having a look at your Soundbar/Soundsystem.
