  • Many drivers introduced their position to enforcers, but they still left with tickets for their traffic violations.
    Watch as the Special Action & Intelligence Committee for Transportation (SAICT) operate around the general area of PITX.
    SAICT operate under DOTr, with LTO-deputized enforcers.

    We've had decades worth of road widening, it just provides relief for a few months then induced demand kicks in and we're back to traffic. We need a well organized mass transit system, not more roads.

      I agree.
      And the irony is, some new roads actually make things worse for those who can't afford to use them.
      For example, you can see some skyway columns have eaten huge amounts of road space and/or sidewalks below them.
      That's great for those who can afford to use the skyway, but bad news for everyone using the regular roads below. 🤷
      I guess it's always a balance, since space is so limited. You would hope that the volume of vehicles using the new skyway would reduce the demand on the roads below, evening out the lost space.

      adding more lanes won't solve the problem, just look at the freeway I5 in Houston, they kept adding more lanes to it that it is now 26 lanes at it's widest, and it's not enough as soon as it was opened. Mass transport (bus lanes, metro, subway, elevated rails, lrt, mrt, etc.) is the way to solve the problem.

      Also latent demand. Drivers who once didn't want to drive now sees that traffic has improved because of road widening will start to drive again.

      @@GadgetAddict IMO mass transit won't save Manila. It's way too overcrowded. What they really need is to incentivize development of other cities outside the greater Metro Manila area.

      It's quite possible that what he showed is genuine, perhaps just long-expired.
      Although I'm not exactly sure why he showed it to the enforcers in the first place.
      Typically what they need is the drivers license and OR?CR.

      Maybe the rider showed an auxillary police ID (like the anti crime groups today). Such groups existed before years ago. But it shouldn't be honored as a badge. Good job 👍

      That would make sense.
      But I regularly see reels and videos of checkpoints in other parts of the country, and it seems they sometimes don't have any care about excess passengers, the use of helmets, overloaded cars etc etc.
      When people point this out in the comments, they usually reply that there's no ordinance for that.
      But those are already national laws. 🤷

    i think the enforcers also need to tell the riding public that there is a place for them to ride/wait and that is the designated loading/unloading area.

      Correct. That's essentially what was said in the video. Regardless of the ID or any position he may have, or previously had, he was ticketed like everyone else.

    These guy’s would have a field day in the province. The drivers and riders have no regard for any traffic laws. The do what ever they want and ride on either side of the road going in the opposite direction.

    Me, myself, has been very surprised that all UV's are stopping randomly to set off or take on passengers.
    For me, I see a lack of signage for a professional buss stop/entry - the whole Philipines are used to just stop randomly, and that is very, very hard to stop. Even the new jeeps are setting off and picking up costumers at any point.
    It's hard and difficult to change people's behavior for decades, but it must change, to have a balance of traffic, which are chaotic right now.

    Why is there so many organizations enforcing traffic rules in Metro Manila. Does each LGU have their own specific rules of the road that have to be separately enforced and implemented to ensure traffic consistent flow? CHAOTIC

    can you also check Roxas blvd infront of Heritage Hotel and baclaran at 0630am to 9am? you'll see the bottleneck causing traffic due to several reckless drivers who forces to join the entry of the bridge over edsa.

      That's good for a jeepney 😅
      A lot of people have pointed out the obvious... that the Government don't need to do a forced phase-out of old jeepneys. Just force them to go through a legitimate road worthiness check during their registration.
      They'll be naturally phased out and modernized, or at the very least, put into a roadworthy condition.

    I don't exactly understand with some filipino mentality.They introduced themselves like police/military,barangay chairman,lawyer, politician etc.for what?They think that they have immunity from the violation they'd commited.I was embarrassed the way some motorists doing Just only my opinion

      Not just Filipinos. You can see this all over the world. A police chief even tried to wiggle his way out of a ticket. But because of a body cam, the patrol officer did not let his BOSS get away without a ticket.

      I guess It's a good thing that the Government are putting more focus on improving and prioritizing mass public transport.
      Maybe they learned from what other countries already proved many years ago... that building more roads, just results in people buying more cars, and eventually you end up with the same problems as when you started.
      I'm especially excited for the subway, and even the huge modernization planned for Davao - that's gonna be out of this world.
      It's just a shame there's people trying to derail PUV modernization. I just find it ironic when people say they want to protect drivers who are too poor... by forcing them to stay in the exact same system that DOESN'T WORK and HASN'T worked for decades 🤦‍♂️

    Bakit meron pa sya na ID ng old PNP. Dapat kinuha na ng nanghuli at turn over nila sa PNP. Kasi magagamit pa yan sa hindi maganda. Parehas ngayon na nahuli sya pinakita pa nya kahit luma na. Akala nya siguro pagpinakita nya yun exempted na sya.

    ncap should be back but only for bus lane and bike lane violation. and it should come with clear image and readable plate. any other violation is something they cannot prove by a still photo.. and also should not be privatized. also they should remove exception for violators. even police should be apprenhended. except when there is clear call for action. private vehicle with police sticker should also be ticketed. rich entitled people parking or a public road near a private school in ortigas shpuld also be ticketed and the school penalized heavily for allowing such to happen.

      Controlling hundreds of professional bus drivers is more practical that controlling hundreds of thousands of commuters.
      If the bus doesn't open the door, the commuter has no choice but to go to the correct place.

    Imo. I think police are just declaring that they have a gun and they are authorized to carry because they are police as not to rattle the enforcers during apprehension.

      Mm no. With the tone that he declared "pulis ako" and then lifting his shirt to show the gun, I don't think that's the case at all.
      It was a difficult encounter from the start.
      I've seen countless MCs and cars flagged down, where the driver was police. No one else has ever flashed their gun like that.

      You can see various road projects that are in progress right now.
      But even if you widen the roads or build new roads, they just get filled with the induced demand and the problems I spoke about (illegal parking, vendors, illegal terminals etc)
      That's why improving and prioritizing mass public transport makes more sense.
      Look at what is planned for Davao City... If they can really push through with everything that has been promised, their public transport system is going to rival some of the best cities in the world.

      They are not enforcers. They are Coast Guardsmen assisting the enforcers. Notice that they are carrying sidearms.

    what i observe is the enforcers are just waiting for the drivers to commit a violation.rather than telling those riding public to go to the loading and unloading area.

      Well this is primarily unloading, so the passenger is already inside the bus... I'm not sure how the enforcer would tell them.
      But I've seen enforcers around PITX, guiding people to go inside, instead of trying to load outside.
      I can show that in future videos, so you'll be able to see it. 👍
      At the end of the day, if the bus driver doesn't open the door, commuters wouldn't have the chance to load in the wrong place.

      I remember a few years ago, on EDSA Pasay, when nearly every operation, there would be a handful of violators flashing "force multiplier" IDs.
      That lasted for a few weeks before it abruptly stopped.
      I have no idea whether they were genuine or not. But for sure a lot of people were trying to abuse them to get out of traffic violations.

    I doubt that he's a police officer. I think he just showed you his LTOPF or PTC. license to own firearm or permit to carry 🤣🤣 I doubt that he has a permit to carry. and these enforcers not knowing that- is an easy way for them to intimidate these enforcers.

    Build more roads? Then what? Generate more uncivilized individual who has the audacity to say "DYAN LANG AKO".. Why dont we start having disciplinary actions like every penalty 4mos of community service and temporary suspension of liscense and temporary ban the vehicle to use public roads.. harsh but.. hey.. lessen the vehicles on the roads and generating CIVILIZED sons of beaches
