The APK file should be inside the rar file. So if you follow the steps in this video to get the APK file out of the rar file, you should then have the APK file in the Files app on your phone ready to install. Hope this helps.
An exe file is only for installing apps on Windows, so if it's only an exe file and there's no APK file, I don't think you'll be able to install it on Android.
It doesn't matter what's in the RAR file, the extraction process is the same. But if it says a volume is needed. That probably means you're extracting a multi-part RAR file where there are multiple different RAR files, and you need to have all of them together in order to extract them. I've never tried extracting a multi-part RAR file with this app before, but assuming you have all of the parts downloaded on your phone, you should be able to select all the parts, then tap extract and then it should work.

I have a translation of a game in rar format how do I insert it into an apk game on android?

I installed a rar app, and it turned into an ISO file, with an install.exe file inside of that. How would i go about dealing with that?
