I think the words Cloud Retainer spoke to Shenhe reflect on what we can all do as good people. We have strength, but we can't properly utilize it - it's either spent out in anger or simply concealed until we truly need it. But sometimes, it's our own strength that makes us outsiders - people who don't fit in with the crowd because we're all different. The day that we can properly use our strength for the lives of our friends or family is the day that we can truly make our mark in human society.

Based on the details we have, Shenhe was a feral child with a homicidial instinct when she very young. But it was that same instinct she had that made all the people of her village worry about her. The chief of the village, who was her father at that time, decried her as a cursed child due to their own mother being dead. The village was completely abandoned, and Shenhe was left all alone. But it didn't curb her tenacity at all - a monster attacked her at just six years old, but she received aid from an adeptus who was Cloud Retainer at that time. It didn't stop her from wanting to hurt the same being who saved her, but after realizing the adeptus didn't seek to harm the child they just rescued, Shenhe stayed her hand, but never said a word.
After Shenhe was more mature, her homicidal instinct gradually evolved, which all the adepti could sense. She was trained by all of them, and given a diviniation by Mountain Shaper, saying she is "to bear the fate of calamity" and that her aggression would be subdued by red ropes. But they had a side effect on her demeanor - she became more distant and secluded, much like the adepti, despite being entirely human. She couldn't find a place for herself to stand with the mortals and the adepti at the same time, as she had spent too much time in the mountains. Cloud Retainer sensed this, so she left Shenhe with some words to contemplate on: _"The day you learn how to use your strength for the good of others is the day that you can truly become part of human society."_ After that, she was on her own, seeking to find a place for herself between the mortals and citizens of Liyue and the adepti.
