I wouldn't send anything to this guy he didn't even wait for the solder to melt before removing the chip. He ripped pads underneath it and you can't see it? Second, the mini 5 is $200 on ebay. Just buy from a seller with thousand of five star reviews. The repair from a shop is $140-200. If you have to ship it to and from the shop it's the same as buying another maybe more. If the CPU is really dead then you would spend more fixing it than it's worth. The CPU is married to the board there is a reason those other shops told you it can't be fixed. I would take it to iPad rehab to transfer the data on the NAND to another unlocked iPad. Again, is the data worth it or not?
