I believe that Haruka actually would have done it if Kana wasn't there. She seemed so eager because of how cute Chiaki's pucker face looked and she knew that she only wanted to know what it felt like. Mainly, because of her mature nature in wanting to help Chiaki would she have probably done it. And, well, even in the first episode here, Chiaki has always had somewhat of an incest type of love towards Haruka. First, she exclaims that sisters can't kiss and then she's willing to pucker up for Haruka. So, in a way, she wanted her first kiss right there, didn't care of the sibling relationship with Haruka and basically contradicted herself. I am not going to lie, though, if it wasn't for it being a segment anime, they could've extended this comedy scene further by having Haruka get all the way up to Chiaki, literally touching her lips with hers, as in just a touch, and immediately swooping back up; saying "and that's all there is to it!" with Chiaki looking dazed, expecting more.
This show's artwork is like the opposite of Lucky Star--they all look a lot older. Chiaki looks like she could be in high school, and Haruka looks more like their mom.
