I think Crossroads is a necessary expansion if only because it allows panorama spaces to be useful later in the game if one has already completed a landscape.
I've not played it with ALL the expansions, but we plan on remedying that today. We're recording a Round One for the game this afternoon, and I think we'll play with everything.
Update: I asked Funforge, and they said that reprints are ongoing for Tokaido. If it's in short supply for you at the moment, it should be back in stock within the next 2 months.

I'd personally never played with Matsuri before. The expansions definitely add to the game significantly.
