There's a game called Possession that came out a few years ago that used the same ghost spirit concept but in this game it is more restricted and plays pretty bland with a generic uninspired main character who dresses as a hipster. They made it so obvious who the bad guys were, considering this game is very cliche, anything that represents the color dark. If you get the chance to see the movie Ghost from the 90's you pretty much have played the game's story already and the ending is copied off of The Ring.

She used cops, because they were officials, and officials where the ones responsible for the executions. As for why him, she probably spotted him at a crime scene and nabbed him, after all the bell killer had killed more than just the 3 we saw in this game.

I feel awful about all that died as well (someone else mentioned that). So unnecessary and of course that bitch spoiler she really was ugh....
