    You are the first person to talk about the stages of development of your methods and the results of their power levels with human clarity. Because everyone else on You Tube is talking completely slurred or constantly skipping important bits of information from methods to eternal sleep, i.e. bit to space. I appreciate the natural approach of your speech, with which you focus on the topic and interpret your results and display your videos.
    These forces that you describe in order to get them strengthened and even differentiated into bigger ones, our world in humanity will change radically in the next tens of years, because fuels and products of the oil industry will no longer be needed for anything. It would be hundreds of thousands of billions of business flying cars, e.g.
    I don't think you really understand how important you are in your work methods and as a teacher of the story to us who don't understand much of anything about the subject.
    Thumbs up for your videos, and I wish the event a rich future for your tests. I look forward to new insights.

    Can't use Digital Scales . When I done this expeiment some years ago I was getting an increase in weight . Then I quickly realized that just by switching the HV tranformer the digital scale changed value due to interference.

    The ionic wind is composed of air molecules that picked up charge from the wire, not wire material being sputtered into the air. Mount your lifter on its side and put a smoke source downwind from it (e.g. an incense stick ) to get an idea of the volume and velocity of air being moved.
    This is why it is so critical to also test it in a hard vacuum.

      Or under oil , the thing is there is really something beyond ionic wind , something does happen to the capacitor , for some reason the us government deliberately refuses to research it further!! They are hiding something

      claus turtur tested his electrostatic rotor in a hard vacuum to rule out ionic wind: it rotates because of a high intensity, non-varying electrostatic field, the intention was tapping vacuum energy.

      So he just released a new video. Interestingly, he tested it in a vacuum and got more lift. There are a bunch of caveots to ad, one hard vacuums are almost impossible to create. 2. It seems the voltage is more important.

    Just a thought, you use a scale that uses a Wheatstone bridge load cell, these give off a very small voltage difference that is then amplified and read by an ADC. the issue here is that high voltage is very likely to have an effect on the scale, since it measures millivolts in order to calculate the weight increase. to use this you should shield the electronics, and cables to the load cell properly to ensure there is a minimal effect on the read out

      That is right. You need a wet stone bridge to produce interferometer waves in cyberspace amplified with coegalytic simparticle collectors. LOL Then you use the air from a cosmogeneic vaccum in a capacitor plate made from Ementaler cheese to make anti graffiti.

    A good test for anti gravity is to repeat the test in a hermetically sealed enclosure and then in a vacuum. If both of these show a net reduction in weight it proves there is a direct gravitational effect, if the results show a dependence on free air reaction it shows it as only a physical thrust force.

      It's amazing how many people skip entirely over this simple scheme when investigating reactionless force devices. Including NASA, but they couldn't do the asymmetrical capacitor test correctly either.

    One variable you didn't eliminate is the metal plate on your scale. Its likely interacting with the EM field.

      Yes , the airforce did an experiment and the effect is very sensitive to surrounding metals ,they did it in vaccum and its a real non trivial effect

      @@michelleper5065gravity is a consequence of space-time which causes a force we call gravity…it’s not magnetism or electricity nor density as some fringe people say -.-. Guessing you believe earth is flat too? Also antigravity has been proven recently to not exist. If referring to anti-gravity as just any work done against gravity then…sure why not but it’s not to do with gravity then other than it’s the force pushing you down.

    Glad to hear revisiting this idea I did this 30 years ago out of a world book and encyclopedia. I too had grand visions of space flight with this technology but did not work in a vacuum chamber FYI do not use an aquarium

      I love it when I hear the words counter intuitive used to describe this story and other science fringe ones like it. It usually means I'm in for a cool ride. Unless they get silenced. The implications of this work could lead to more than just antigravity. There's potential free or greatly reduced cost energy here, possibly just around the corner with the collaboration of independent scientist out there Here's hoping they and all those like them can stay independent, as open possible like this guy and unmolested by any government or the corporations that control them. The possibilities are endless. Yeah, I'm getting Gadsden Flag nerd chills.

    Light a candle in the middle of the scale and watch the air movement in the smoke.
    Try wire for both electrodes.
    Try a sheet of aluminum parallel to the scale for the top electrode.
    Make the top electrode larger (run the original experiment upside down and show the direction of force).

    They used compressed mercury long ago and from what I heard they use mercury compressed with a particle stream on the tr3-b craft. They also alter the higgs boson field to stop the effect of inertia so you don't turn in to butter when the craft accelerates. Other craft use unimpentium (element 115) and bombard it with a particle stream to release an anti-gravity field and pass the anti-grav particles thru wave guides to 3 emitters on the bottom of the craft. That's a little more complicated than something the average person can experiment so just a thought.

      @@vusiliyK Didn't say it came from earth. If you haven't, check out Bob Lazar. He supposedly "borrowed" a chunk of it from the time he was doing research at S-4. They tried to make it look like he never worked for the Gov but has papers published from the time he was employed by them.

One does not have to go with off-planet 115 nor scarce mercury like the Germans of WW II era. As I allude to above: shape, ratio, layering, charge & resonance can do wonders when decoupling from our 'ground'ing on Earth!

    I am reading all I can about Grebenikov’s work and am working on building a hoverboard. What is interesting about his flying board is that it produces an effect that makes the board and the rider invisible on and off.

    Maybe a saucer shape is important, so the tubular field doesn't cancel itself, but is bled off downwards.

      You are very correct - the dome shape on top does matter. See "Newton's law of universal gravitation" equation. Imagine an Identical Earth of the same mass, directly over you. The distance to that surface overhead being 20 feet. What you would observe (please set aside the total destructive consequences of such a situation) - is total weightlessness between what appears to be two flat planes. (do not try this at home, LOL)
      Now imagine a smaller sphere 32 feet in diameter overhead, the density and mass values adjusted to create weightlessness. If you use your ACME jetpack to fly about, you will experience some very significant gravity gradients.
      See where this hypothetical is going? In order to shape the gravity effect of this situation, the sphere above you would need to have a concave indention placed in it which faces the surface of the Earth. Once you navigate your way into concave area, the gravitational gradients will be much more uniform.
      You may also begin to see that gravity control is the result of the inverted cup shape in the structure that is overhead, and not as a result of any type of gravity shielding below you.
      The final condition needed to both create this effect and also satisfy Newton's law of universal gravitation is to have the structure above not have a mass of m2, but rather an effective mass of m2. The creation of this "effective' mass is what T T Brown, Becker & Blatt, and Mike McCullough created in the dielectric material used in their capacitors. This effect was only seen while charging the dielectric and before the charge in the dielectric stabilizes.
      So, to create this effect, place the capacitor over the measuring scale and get the dielectric to have a higher positive than negative charge within it - this is not an easy task to do - but it is how you get gravity control working for you.

    So did you run it in a vacuum chamber? This would answer force vs particle movement pretty quick. Always wanted to try to build a lifter but time seems to be my limitation. Going back to watch part 2 now

    Looks pretty clear that it has more to do with the EM field lines of force, than the physical arrangement of the components.
    I wonder what would happen if you used a pulse frequency with a resonant wavelength to the distance between the components, in essence using the array as an antenna. Perhaps a resonant cavity could be used. Wasn’t this effect first observed over a century ago in x-ray vacuum tubes?

    Yo, wish I had seen this sooner. This is the first of your vids I have seen and suppose I should have viewed all your work before I choose to speak, but I was so excited from this I just couldnt help myself so apologies if Im ignorant here. I started my lifter experiments shortly after Oct 19th 2018 after my neighbor, my girlfriend and I were having a fire in my back yard waiting for a meteor shower to appear. What wound up happening was an appearance alright but not of meteors, in their stead was 2 triangles in a formation with round lightsaber blue/white glow at each point, silent, and extremely fast. Almost the most incredible thing ive ever seen and ill be 49 in 4 days. After this I knew something more was possible and began to see how to go about replicating how to do it. I think by Dec I made my first model and the first go of it was a smashing "failure", but the fact that it moved at all meant to me that I was close. What it did was lift up, turn over and then quickly smash into the ground. Now I see you have yours on vertical rails. Later on I tried fishing line floor to ceiling with fishing weights where I wanted it to stop, and ran the line on the model through the thinner style of coffee straws. It worked of course but there was too much drag. However if one starts there they will never experience the "failure" I did. One might think great, who wants a failure and it wasnt till much later and many models of different shapes and sizes that I looked back on the all of it and found myself focusing on my "failure". Now every one of my models have worked, 1 inparticular worked very well that was the 3ft octagon. Even my "failure" worked 5 min later after i fixed a post and adjusted my anchors, which brings me closer to what this is all about, what Ive never heard or read anything about, presumably to maintain the integrity of the illusion. Now what I remember of the failure was that it lifted, flipped and then SMASHED into the ground, not that it lifted, flipped, and merely fell to the ground, NO. In hindsight it propelled itself into the ground. I dont exactly know what that means but I remember that and to keep it a float, I had to shorten one of 3 string anchors. The thing doesnt want to fly it wants to smash through the ground and preventing this from happening has a default effect of flying. As if it lifts itself high enough to flip and if it cant it just keeps on going up to try and flip again. I didnt encounter the mysterious sounds until later on when I made a round one with no aluminum skirt. Instead I cut the sort of asterisk symbol out of the bottom of a pie tin. To my surprise it worked too but now there was sound , as if it were upset it was being made to perform in this fashion. It was certainly my loudest. I never lengthened the skirt as I was always trying to go for bigger and trim down weight. The way I saw it, if this canned explanation of the mechanics of this Biefeld/Brown effect was this ion wind and flow or inertia of current from sharp to smooth , well then size should matter not. Allegedly for my power supply built by the late genius Bob Lanning of amazing1.com or information unlimited I was only supposed to be able to lift/aka keep from flipping a model of 3 12inch lengths. Well my largest took up an entire folding table if you were to draw an elongated diamond on one maxed out from end to end, side to side, so the only portions not the size of the table consisted of the small triangles of the corners of the table. Not sure if I could have went bigger. Never attempted it cuz that size seems to be the max of the strain that the balsa frame could endure. Wish i could 3D print 12 inch frame pieces out of graphene and have one end be a ball and the other a socket. That way it wouldnt take all day to assemble more geometric models and also trim weight and most likely increase structural integrity...so I can see the real limits of my power supply. I went back to Bob to purchase the 100kv supply but to my disappointment the site and he were no more, and now so were the many other high voltage experiments that need to be done. Most importantly emp guns for the damn swarms of drones that would make short work of us all without this level of preparation. Later on I noticed that light is also emmited although very subtle. Kinda like the glow from the coil in one of those clicky torch lighters. Ive been shocked many many times, once on film. I rewatch it time to time for a good laugh but still perplexed as to how it occurred. Ive only experienced this mystery zap twice and the second was much stronger than the first. Had a few models light on fire. Pretty sure this happens either if humidity is too high or the storage surface gets sticky or the model just somehow gets stuck to the surface of which it is upon and the experimentor doesnt realize it, or maybe even cobwebs could have been to blame, perhaps them all. Also noticed ac has an effect. Ive only ever used nickle plated stainless steel wire for the corona wire. A guage so thin/sharp that it can be inserted into the eye of a needle. I then keep it attached to the reele and proceed to sew it through the hoops and do a loop as if the first part of tying ones shoes. This avoids many revolutios around post yet maintains taughtness. The UN taught was what I origionally blamed for the mysterious sound but never was completely convinced on the or the Ion wind explanation. My thoughts are indeed there is some wind made, but certainly not enough to lift a model. If one was to make the largest circle he could with his arms toching the fingers of each hand together as if to hug someone that had cooties, my extremely stable and fast jumping mini skirt (1/2inch) octagon could go fit around the cootie hugger. Id say the wind generated is no more if not even close to the gale one could produce at the peak of his own lungs and kiss focused lips. In other words if any model was placed upon a very big and strong fan pointed upwards set to the same inertia of wind from the model and then turned it on , it wouldnt even come close to lifting, at best flutter the skirta bit. It would probably require 8x the force to get it to become airborne. Ive actually just wrapped the foil around the skirt, barely enough to make the ends of the wrap around meet. That model was a diamond as well and after it no more diamonds as its the worst shape for a model. That one actually broke while lifted and just sota hung there in the air all stupid and arching on one end and the other trying to get back on the ground. Another interesting vid as I concluded the ends of model curled due to taughness of corona wire thus expanding the dielectric zone greater than 30mm and therefore no BB effect. Never was completely sold on that theory either even though another of my own.     Since the force is always in the same direction regardless of the polarity applied, it would seem that gravitational force rather than ionic wind is responsible for the lift.
    The nearest thing I can compare it to is buoyancy.
    The mass of the object can remain the same, but if the area it occupies is greater than the relative density of everything else around it, you get a buoyant force upward.
    This is why a 100 lb log floats and a 100 block of steel sinks in water.

    I have tried such experiments using the high voltage output of a battery powered Orec refrigerator ionizer rewired to accept a 9V 100 mA DC power supply (this unit is loads of fun to do HV experiments with. It is super durable, even at over double the input current left on for days). This particular unit outputs very little amperage and only spits out between 2kV-6kV, depending on input current. Where this device shines is in it FREQUENCY modulation of the output energy. It has to be in the Mhz range, as televisions several rooms away will receive its broadcast as a set of horizontal static lines across the screen. It is also capable of remotely powering LEDs from a notable distance (over 10'), and causes laptop's touch pads and other i/o to glitch at a similar distance. In my "anti-gravity" research I have deployed various power supplies, from MOTs to arc welder outputs. The most profound effects in regard to ionic perturbation of mass to field seems to lay mostly in finding the right frequency(very high) to mach the mass/geometry of the "lifter", and not so much the voltage, and much lessor the amperage. When you hook this unit up to two or more conducting surfaces/objects, they fall in love with each other, i.e. their attraction to their opposite charge is so great that they behave as if there is a consciousness guiding their actions to manipulate matter in creating a path to unification. I understand the ridiculousness of such a statement on a scientific level. But if love is nothing more than the attractive force between material and non-material things in nature, it certainly trickles down to, and can be observed in experiments such as these when high voltage is coupled with very high frequency. This effect has recently been shown in experiments called "Self Assembling Wires"....

    Add additional wire, along with your additional panel size. Try different gauges of wire with larger panel size.
    Try setting new panel at same height above scale as original panel.
    Ideas to further flesh out your experiment.

    How will this make use of General Relativity? Won't antigravity devices required the massive combined tools of all our deepest theories, mathematical calculations, scientific discoveries about particles, interactions (aka forces) and the massive forces of experimentalists, mathematicians, computer programmers? I strongly believe all this work you are doing is an absolutely essential critical necessary first step, that we have to build on.

      Ah, the problem with electrogravitics, that being TT Browns term for the field, is that it pokes some holes in general relativity. Brown, before he and his work were swallowed by the black hole of arms development, was promoting some pretty radical notions regarding physics.

      All they need is to figure out is what field can energize, shape, and interact with the "vacuum" that coalesces and permeates all matter. This would allow anything within that charged field to pass through material space without any interference.

    Ive been looking at multi-axis control systems for lifters. I'm looking at multiaxis control on TT Brown saucers now. For lifters, I found you may get more thrust by going wider than taller.

      @@TechValleyScienceCentre This is my go to combination for lifter control: Run it at no more than 9v DC. You can PWM it at 50Hz or 60Hz too. It will allow you to lift a 3->6gram model with total length 50cm or so. (corona skirt separation distance about 7cm). Multiplier:

      @@TechValleyScienceCentre for the circuit combination I shared its 9v (it gets stepped up to maybe 60kv or so). No more than 9v input, or the transformer will blow. You can lift easily about 3grams of lifter with that.

    Years ago I came across these lifters and thought this was some sort of anti gravity physics at first but I was completely wrong it's actually ion propulsion. The electricity propels ions in the air in a direction when set up correctly. If this experiment is done in a vacume with no air it dosn't have enough ions to work.
    It is still very interesting and most famously NASA is experimenting with ion propulsion system/engines

    A few things about the high voltage power supply your using. They advertise an input voltage as high as 9volts that will burn them out though. Lithium 3.6 volts is best they will last forever then i have burnt them out at 4.20 volts. And the frequency is more like 15,000 hertz ac slightly rectified to dc when not a spark gap. Also they make tons RF that could mess with the electronics of the scale and run more around 25,000 volts in there safe continuous operation mode they can be pushed past that briefly.

    Oh good, you did have a T. Townsend Brown reference. He used the term electro-gravitics to describe the phenomenon because increasing the density of the electrolyte would increase the force. Ionic wind with atmospheric gases would be stronger with a negative emitter and a positive collector. T. Brown found with DC the device would move to the positive plate, and free suspended balls would have the negative ball to move to the positive. He later found with dissimilar sizes, it would move in the direction of the larger plate, even with high frequency alternating voltage.

    I made one of these lifters about 20 years ago. I also used enamelled wire about 30mm from the aluminium foil skirt. I used a flyback power supply from a computer monitor as the voltage source. When i first tried it, it stuck fast to the wooden floor i tried it on. When i moved to a concrete floor it flew in the direction of the enamelled wire at the top.

      I was gonna mention him. I think the configuration is a key factor example hex- behive which can be stacked also tubes and perhaps cones as cones gather energy to the point. Also ,tyour configuration reminds me of a box kite I wonder if what keeps a box kite aloft is not nessisarily the wind but its shape

    An awesome video documenting your findings. Your experiments focus on high voltage from a taser power supply. Those are low amperage. What happens when you increase the amperage with the same voltage? That would be an interesting experiment to see your results.

      I have tried such experiments using the high voltage output of a battery powered Orec refrigerator ionizer rewired to accept a 9V 100 mA DC power supply (this unit is loads of fun to do HV experiments with and is super durable, even at over double the input current left on for days). This particular unit outputs very little amperage and only spits out between 2kV-6kV, depending on input current. Where this device shines is in it FREQUENCY modulation of the output energy. It has to be in the Mhz range, as televisions several rooms away will receive its broadcast as a set of horizontal static lines across the screen. It is also capable of remotely powering LEDs from a notable distance (over 10'), and causes laptop's touch pads and other i/o to glitch at a similar distance. In my "anti-gravity" research I have deployed various power supplies, from MOTs to arc welder outputs. The most profound effects in regard to ionic perturbation of mass to field seems to lay mostly in finding the right frequency(very high) to mach the mass/geometry of the "lifter", and not so much the voltage, and much lessor the amperage. When you hook this unit up to two or more conducting surfaces/objects, they fall in love with each other, i.e. their attraction to their opposite charge is so great that they behave as if there is a consciousness guiding their actions to manipulate matter in creating a path to unification. I understand the ridiculousness of such a statement on a scientific level. But if love is nothing more than the attractive force between material and non-material things in nature, it certainly trickles down to, and can be observed in experiments such as these when high voltage is coupled with very high frequency. This effect has recently been shown in experiments called "Self Assembling Wires"....

    Viktor Stepanovich Grebennikov mastered this in the 80's. He calls it the CSE or "Cavernous Structures Effect". Otherwise, the "Quantum Vacuum Effect". It's actually a dimensional effect, more than being Electromagnetic, although it is often misperceived as being entirely Electromagnetic phenomenon. The Biefeld-Brown effect is an electrical phenomenon, producing ionic momentum by transfer of ANIONS or negative ion particles.

    Nicely done. I have seen things like sonic transducers used as an "anti gravity" device. Supposedly the more transducers the higher the weight lifted though I fail to recall the frequency used and or voltage needed to produce lift.

      If it's the same one I'm thinking of, it was something like 4.7 hertz - really low but based on some research and experiments by a Russian entomologist of all people, while observing a known but rare species of beetles. He noticed that they seemed to fly despite wings that are too short ant the frequency of flaps too low to support their body weight, much less fly at the speeds he observed or hover for the extremely long periods they did. It defied all conventional aerodynamic bug science. These beetles had some kind of bizarre wing construction as well, seemingly impossible in random nature in layers not seen elsewhere. This guy is alleged to have constructed a platform from their wings that he could ride and control. The stories just get crazier from there.

    Put this in a closed system and measure its mass through time. That'd definitively rule out ionic thrust as the cause. If the closed system does have some sort of internal forces generated without thrust that'd be pretty big news.

    His hair and bowtie are spot on for the title.
    Really though, the "ion lifters" have been studied in depth. It's not movement of metal atoms. So not copper atom movement. It is the very small current of electrons moving without causing breakdown. This what is sometimes called "stray voltage" creates a reactionary force as the gas "atmosphere" is affected by the small electron current.
    There are large numbers of studies done in application of such on aircraft wings. The ion gas flow caused by the asymmetric capacitor system greatly reduces vorticies and smooths out the boundary layer a Ross the wings. Other studies have shown how controlled electrical surfaces can change the overall vector of air across he wing surface.

      @@chronobot2001 it seems the effect is directly created by the non symmetric capacitor setup. It doesn't matter which side is charged pos or neg. The greatest effect also occurs when voltage differential is as high as possible before breakdown occurs.
      Studies in aircraft even date back to the 1960s. The US once published a few studies that demonstrated the disruption of the air around the plane itself could mostly muffle the sonic boom if the field was spread around the plane. There are the primary ideas of greatly reduced drag by smoothing the flow of the air boundary layers. Also studies that 8ndicate a significant obscurication of an aircraft to normal old fashioned radar designs. The field would help to direct the radio freq around the plane and reduced refection overall. Of course several universities have shown that modifying radar can track such a target as they developed a method that radar could track releases of ionizing radiation in order to better track releases from disasters like Fukushima.
      Multiple other experiments have shown that the Bifeld-Brown effect looses all force as the atmosphere is sucked away from the capacitor. This proves gas reaction is the primary force. Ion thrusters for spacecraft will require carrying a small amount of bottled gas in order to be useful in space. However in space you only need to use such thrusters in short bursts to gain direction and velocity control. This makes them far less heavy than conventional oxidizing chemical thrusters in space.

    Dear Doc .
    I was fascinated by your experiments and I believe what needs to be considered is the momentum imparted to the larger electrode in your case.
    The greater the distance between the small electrode and the larger electrode.
    Since some of the momentum imparted to the ions when emitted will be absorbed partially by the surrounding air and it’s scattering effect on ions and secondary ions, which will both change the direction of arrival of the received ions and potentially reduce the momentum somewhat because of the increase in local air molecules velocity. In combination this will reduce the opposite or cancelling momentum that must also be present and needs to be accounted for in the net force predictions.
    Just a thought.

    I believe its the gap creating the lift and not the plates. I mean the gap between your plate and wire. Its possible it interfering with gravity making it lighter. You can test by feeding a rubber sheet between the two and see if the wight increases. If it does you them know you are creating a distortion in gravity.

    The US military's ARV Flux Liner as drawn by Mark McCandlish shows the propulsion unit as a large circular curved capacitor the diameter of the craft with multiple copper layers embedded in epoxy and each layer is sectioned so that each section causes a force deflection in a particular quadrant. Each section is tied to the joy stick like control that the pilot uses to steer the craft. The high voltage for propulsion was generated by counter rotating cylinders inside one another filled with a fluid (purple I recall) and sit in the middle of the craft with the pilot's back against them. You may be able to find this drawing on the Internet but has been taken down for the larger one. See if you can find the documentary done about Mark and his friend who saw these craft operating at a private air show. It is old school technology by now to the military. Unfortunately I believe Mark was murdered when they took remote control of his car and smashed it into a cement wall in a parking garage. So why reinvent the wheel? Start with what this information.

    Call it electrokinetics. If you make an flat long box with open short ends, have an positive ionising wire on one inside edge, to condense the air & some inches behind that a negative ionising wire to expand the air & at the other end a positive collective electrode, it might improve thrust.
    It's not just ionic wind it's ionised air displacement, in that it's also the attraction of the system to the ionised air in front of it. If it wasn't just ionic wind then one should use embedded electrodes rather than non-embedded ones.

    Just to correct you at timer 10:40 0.6 grams is actually 7dividied by 0.6=11.66. It means the force generated downward is 1/11.66 times the mass of the panel not 1/8th mass of the panel.

    I think it takes two.
    Picture a balance disk with axis of rotation not in the center of the disk. Then have exact timed acceleration and deceleration that is periodic with the rotation of the disk.
    the heavy weight will draw the axis of rotation towards the direction normal to the arc (outwards) at greatest acceleration.

    Charlie Hall posits with evidence that there must be an undiscovered field associated with the electromagnetic wave. He suggests taking a "solenoid" of fibre optic wire and shining a beam through it in the presence of a balance beam.
    Further. a second beam can be sent down the coil in the opposite direction to create a resonating standing wave, to see if that has any effect.

    What you were mesuring was always ionic wind except for the disc experiment, that is couriers.
    The direction of the total force simply depends of the charge of the wire and the plate. Something you didn’t specify

    Before you discount ionic wind as a net contributor, you need to come up with an indicator/sensor for this, May I suggest smoke and perhaps flame.
    The part where you put a small plate on top of a larger one, with the whole assy. on scales : You will still get ion wind.
    Plate electrode attraction in a capacitor is a very real and sometimes creates engineering challenges in HV storage capacitors. Note that this force is +or - between plates.
    To prove that there is some other mysterious force at play, you must first discount the obvious, like "isolating" ion wind somehow.
    Furthermore, ( significantly) there will also be be periferal effects of static attraction and repulsion; Meaning when you have high voltages, you will have an area of attraction and repulsion of factors outside your device, like dust, and static charge build -up of nearby objects.
    Uncluttered working area is your friend.

      But the main point is simply that aropund high voltages you WILL have all manner of corona like discharges, static build up etc on items all in the vicinity.
      High voltage work in a lab, is often plagued with the attendant problems: dust and particle build up and erratic readings the order of the day.
      A basic tenet of the scientific method is to assume the least by doing your most to isolate problems as you progress.
      You still have not shown conclusively that there is anything other than ionic wind producing that measurement.
      You might engineer the experiment to reduce and isolate ion production.
      If I understand you correctly, you are saying that a "capacitor", ie a pair of unequal plates, will loose weight in a particular direction when charged.
      This might be checked using devices other than thin wires and tin foil structures.
      Plates in a vacuum might be a good start, Read and then invert capacitor, do readings remain same or not ?
      Ditch the "lifters", Negate ion wind in vacuum and plate geometry, Think seriously about micro source measurement. Throw those electronic balances out. They will be effected by HV fields very easily. Laser beams, mirrors and optics are your friends. Get serious about lab practice.

    Try designing a mercury fill device that can spin, then add electricity to it somehow.
    My mom and I had a close encounter with a UFO in 1968. We lived out in the country of Florida. Late one summer night we were walking home from my friends house to our house, where we lived within 100 feet of a large wooded area, of 4 or 5 thousand acres.
    All of a sudden out of nowhere a 30 to 40 foot in diameter large circular craft came floating silently over top of the trees. The only sound I heard was a very low wha, wha, wha sound that came from the bottom of the craft.
    It had a circular row of lights underneath the craft, the lights moved at the same rate as the wha,wha,wha sound I heard. It stopoed directly over us for 2 or 3 minutes (which seemed like an eternity to me.)
    A heavy, yellow light came down from the craft and surrounded us on all sides. It actually felt like it had weight to it, almost like a partical beam of some sort.
    My Mom screamed for my brother to come outside and see the craft. When she screamed the light went back up, and the craft went from standing still to what looked like light speed. In a blink of an eye it was gone. It left so fast we really couldn't tell in what direction it left.
    The reason I'm telling you this is that you mentioned how when your project was energized it hummed. Thats the kind of electrical hum I heard from that craft, but in a very low frequency.
    I was only 10 at the time, but the memory of that night is still fresh in my mind at 65 years old. Since then, I've seen 2 or 3 different crafts but nothing up close and personal like the one in 1969.
    For some reason, since that night I've always thought that somehow they used mercury or some other heavy metal and high voltage electricity as a means of propulsion.
    Maybe they implanted that in my mind that night. Who knows??

    If you look at Gravity as a Mechanical force of torque vectors in space-time, you can see atoms movement as gyroscopic gravity devices on a quantum level that aligns to make a macroscopic force of gravity for the entire earth. And as gravity wells can be made as a vortex, then you have to think that atoms align the total torque vectors of the gravity well. And antigravity would work on atoms of objects on a quantum level or make a counter gyroscopic gravity well for anti gravity.

      T.T.brown immersed the apparatus in the oil , and the device still getting the thrust , this give us an idea that there is no ionic wind her , another things that the lifter still genreating thrust in vacuum chamber

      Still vacuum would prove that no partickes of propellant are thown out, and therefore any thust bust be some more mysterious fenomenon.
      Oil itself could be ionised somehow, and thrusted out.
      Therefore vacuum expereiment should be neccesary.
