For a housing district, Keep the homes in a relatively straight line expanding outwards populated with Steam Hubs and other things like houses of prayer or Guard Towers. Keeps it orderly and manageable. Other districts, same principle, you get the idea.
Oh, and if you’re struggling with the coal situation in the storm, just get some charcoal kilns and reassign some automatons from nonessential facilities like steelworks. No need to sacrifice the children to the mines
