Jack was a sadistic, cruel man who couldn’t be trusted - he even had absolutely no qualms in ordering Dennis’ death and it was openly stated that Jack considered Dennis to be the son he’d never had. Phil probably knew that all it would take is one slip up or mistake and he’d be a dead man 2) When Johnny came to Albert square he wasn’t actively involved in the gangster lifestyle anymore, he openly stated he was retiring from it and trying to be a better father figure for his daughter. Phil probably saw that Johnny wasn’t the man he once was. With regards to Andy being at his power level while technically yeah that’s true in terms of his position as the boss of The Firm after Jacks death, he obviously wasn’t capable of commanding the respect or fear from the people who worked for him like Jack did.
