Playing as TT surely can't count in a DKR speedrun; it requires prior playtime to have unlocked the character, even though you can start a new file with him as the playable character. You're playing a new save file, but built on previous progress which you're not counting. It's loading up previously saved data in terms of an unlocked character so is not the start of a new playthrough technically.

Speedrun rules are per game basis. The game's community decide what's allowed and what's not. But really, if it doesn't affect any actual gameplay, they usually allow things like this. Some communities actually do allow setups using some form of game file manipulation and stuff where you need to have previous saves and stuff. It's really up to the community but seeing as it doesn't have any actual affect on the gameplay using TT, even if it did anyone can use him.

I don’t know this game all too much, but I do know that it’s pretty good.

It has really tight controls considering how old it is. It's the type of game that takes a bit to learn but when you get the hang of it, you want to play a bit more optimally. I can go a long time without playing it and get right back in and have a blast. I recommend it.
