In canon, nothing about the theory of Wes being Sky's Dad lines up: Sky's Dad was already working for SPD by 2001 - the same time that the Time Force Rangers were going about their business battling Ransik and his forces, in the then-present day - and died when Sky was a kid. Following seasons, such as 2014's Super Megaforce and and 2017's Super Ninja Steel (which take place before SPD's in-universe setting of 2025) would establish that Wes is very much alive and still carries his Time Force Ranger powers.
