People should've expected the next game to be focused on San Andreas. Since by that point we got Liberty City and Vice City, both of which were already cities in the first GTA game, alongside San Andreas. So, the only logical next step was going to be San Andreas.
Yup, I remember just straight up telling people it'd be San Francisco, (as GTA 1's was just San Francisco). I was right in a way... But to actually have a huge goddamn California state?! Mind blowing!
I'm pretty sure people back then who have played gta1 knew all about San Andreas already since it's chapter 2 of the campaign, so it made sense to be referenced every one in a while; just like how Liberty is mentioned in Vice City as the place Tony came from.
GTA3 had "See you in Miami" billboards, too. Heh, I remember this "GTA News" site, back when everybody was speculating about what the next game would be, who would just upload any news that anybody sent them. One story said that the the big red bridge in "The Rockstar game Mafia" was a "clue" that San Francisco was going to be the next game. 90% of the other news articles claimed to have a "man on the inside @ R*"
Funny enough San Andreas' version of the Pheonix has the most realistic engine sound (prior to V), in VC and VCS the car sounded like a modern sport car despite having an old school carburated V8 engine 😂

San andreas was a playable area in gta 1 ....when I was young I told people san andreas was next and people didn't believe me lol
