The fishing store would look good near the road, and wont block the shack, giving you more sand space to make new stories too. Also, you could run a little pier near the rocks, coming from the fishing store, where people can make some sea fishing and diving

It looks fantastic! A little picnic table area back by the Snack Shack might break up the tan a bit. A little boardwalk, or path like you said, from the waterfront to the fish market would do the same. It's fun to see you work on this stuff!

use drift wood (maybe with printed tiles) to make the path to the snack shack and fish market it would blend with the wood that those two have incorporated and would fit the beach theme. I love your lego city and im so excited for you.

Fish market has good road access there. Makes sense. A couple of picnic tables with umbrellas could add some nice color to those open areas and a place to eat. Some really nice perspective angles there. You could try sinking a path down a plate or two into the sand and make parts of it a little darker. Like a hard packed area where people have been compressing the sand from walking.
I don't think tiling over the beach is the way to go. Beach sand is full of little pockets and mounds and smoothing it over would not look right. if you wanted to add more variety a few tiles but probably around 10% is all. Like what you have with the little bits of curved slopes on the transition down to the water.
Have you thought about going over the process of planning and ordering for a build? I'm not sure I have seen you do one and sorry if I missed it. You are doing a great job with your city.
Maybe in front of the snack shack you can tile off a littler area and put some picnic tables with umbrellas of the people eating that just bought their food from the new snack shack
The wee 16x32 stud baseplate by the skate park could be the informal entrance to the beach - often beaches have timber slats laid over the sand so that you can shower then walk along the timber slatting to get back to the car/ pavement.. and just maybe some vegetation between the fishmarket and the road so it feels a bit more protected from cars etc? Loving the updates though!
Fantastic beach scene. At our beach we have a small amphitheater near the beach for concerts and community events. That could be useful for the extra baseplate.

I’d consider a slightly raised wooden boardwalk running down to water itself with steps down into water and then feeding that up to that empty 16x32 space near showers and build a bathroom/change room area there too. Good beaches have a way of cleaning your feet off of sand

The beach looks really good. I think tile on the beach might make it look too smooth. Maybe along the water with a darker tile might make it look like the waves soaked it and smoothed it out. But idk something about the studs on the beach seems right to me like sand should be textured and tile would remove that.
Maybe make some dunes or a retaining wall behind the beach. Because youre sealevel is very close to the main land level, also it would ad some elivation and visual barrier between the different parts of the city. Just a thought

I love the beach area in your city. Maybe a dune or two to give it some height in the sand. And maybe a colorful umbrella of figs getting some shade.

I live on the coast and all of the beach paths are defined by fencing and normal beach sand. You should check out a few reference photos.

If you tile the beach you can leave a trail of studs like foot prints. Studs could be anywhere the sand has been disturbed.
You could add some tide pools next to the rocks, that could have some fun stories and fill in the cove a little more.
