Normal folk will respect that and have a conversation or ask their question if they came to ask one. Only someone with bad intentions would continue to close in at which point you have a reasonable enough answer to take further measures like declaring they need to stop aggressing and presenting your firearm.

If someone doesn't seem to be a threat and doesn't understand personal space that's kinda up to you whether you want to just tolerate it for the interaction, explain it to them, or just excuse yourself.
