    Caution: Content lengthy
    -- Context:
    * First time Indian President visit to the South Asian country and ASEAN member State, Vietnam
    * Main agenda and focus is to build a peaceful and prosperous Pacific region by respecting national sovereignty and adhering international law
    -- Indo-Pacific Concept Evolution
    * The concept evolved originally on the arc of prosperity and security used as a metaphor for shared responsibility
    * Then evolved a concept of free Indo-Pacific which demand for rule-based order
    * There are mainly 3 versions of Indo-Pacific :
    1.Indian Model: conciliatory version - demand or highlighted more about free and open trade; a concept of inclusiveness is being followed in which they not going to contain any power, but to include it
    2.American Model: confrontational version - mainly calling out against China's transgression in the region and for not following rule-based order in the region
    3.ASEAN Model: consociational version - the concept of shared responsibility and shared power
    * ASEAN is looking at China as a permanent partner in the Indo-Pacific region e.g maritime exercise, Code of Conduct discussion, utilizing BRI initiative in the region with China
    * China is also equally controlling strategic dynamics in the region and silent acceptance is also given by ASEAN by not checking and curbing its activities in South-China sea
    -- India's Past with ASEAN
    * Look East Policy, 1992
    * India is a member of ASEAN regional forum
    * Annual summit partnership relationship is also started in 2001
    * Act East policy, 2014
    * enhanced greater investment
    * bringing dynamism on security, terrorism, transparency, connectivity side
    * open up wider perspective for India and its relationship with ASEAN
    -- Current Status :
    * Vietnam or any other ASEAN countries is not very keen interested to take a firm stand on the security side of Asia-Pacific, which is already complex due to tussle going on between US and China(recent APEC summit is an example of it) for the region. And, by taking side with the Indian perspective on the Indo-Pacific region, the matter will get more agitated. Even the concept of the Indo-Pacific region isn't backed by ASEAN countries
    * China has more influence and close relationship with ASEAN countries
    * Misinterpretation of Quad formation
    *China is not worried about the current Quad position but its future potential
    * No one(either India or ASEAN countries) wants to upset China or take direct confrontation with China on this matter
    * Indian side is also more emphasized more on Indo-Pacific free trade. That is why SAGAR(Security and Growth for All in the Region) concept is reiterated in the region by Indian govt.
    * India is worried about China's ambition in the Indo-pacific region
    * US strategist indicated China as their biggest strategic competitive or threat and US need to do everything to curb them. Example- trade war is one aspect, APEC, G20 etc.
    * US tries to leverage BIMSTEC
    -- Issues:
    * US was not taken a firm stand against Chinese activities in the region of South China Sea, where Chinese violated the UNCLOS framework e.g. multiple islands capture like Parcel, Spratly etc.
    * China uses debt trap model to influence countries decisions
    * China uses a combination of economic and military strategies to create demand and requirement of their military in the smaller countries and the region, which leads to a debt trap
    * ASEAN countries or others were not much concerned about South-China Sea security. They are more concerned about non-traditional security issues like goods services, disaster relief, climate change, fishing, piracy etc.
    -- Way Forward:
    * ASEAN countries might get involved or take part if broader or trade-related context is involved in Indo-Pacific region. India also tries to utilize or work on the same
    * Quad should be viewed as a forum promotes a free, open, inclusive and prosperous Indo-Pacific region - at least in the current perspective
    * India needs continuity of giving "centrality to ASEAN ", help to boost confidence on the Indian side
    * There are two strands to tackle with the problem of maritime security
    1. Asia-Pacific side(because China's influence is more in the region and our capacity is limited): for this need to emphasize more on geopolitical aspect, trade aspect which help to strengthen India's position and relationship in the region
    2. Indo-Pacific side(because the concern is directly involved, so cannot leave it blindly): on this side security issues need to be highlighted, can leverage Quad or strengthen bilateral relations with involved and capable countries like US, Australia, and Japan
    * India needs to look out for a model or strategy against Chinese debt trap model of economic and military strategy
    * India should act or represent itself as a non-traditional services provider which help to strengthen its relationship and stand in the region. BIMSTEC could play a crucial role to attain this
    -- Conclusion
    * India needs to grow and build a strong economy and military power

      @john doeother panelists being a part of research think tanks are better in articulating their points and I'm not sure ambassador sajjanhar is part of any think tank,ofcourse it's always good to listen to debates on foreign policies and IR .., especially on big picture

      It appears from internet that Ashok Sir is associated with ORF and also heads a think tank. He is also a prolific writer. I always follow his programmes on Rajya Sabha TV and other channels for my UPSC preparation because he combines the analysis of a scholar and experience of an ambassador.

      @@pankajsrivastava3656I was doubtful abt ambassador sajjanhar profile ,thanks for clearing it to me
      Regarding his talk being useful, I have already said that some like his method of articulation and some donot,in my opinion he is too good for someone looking for gist of foreign policy and IR but not for those who want to learn more or in-depth

  • @DevyaniPatil333
    @DevyaniPatil333 5 ปีที่แล้ว +2

    IMPORTANT POINTS FROM THE TALK
    -Centrality of asean in our act east policy
    -Sensitivity of asean partners-they want to be in driver seat
    -concern of China that India trying to isolate it while connecting to asean
    -asean wants to maintain cordial relations with both
    - India’s SAGAR plan
    - reservation of China Quad unfounded. Quad is only free fair trade in indo Pacific. China worried about “what if’s”
    -huge potential of quad in future if worked out properly
    -Abe 1st proposed indo-pacific concept
    Originally meant arc of prosperity and maritime security
    Now it’s about rules based order due to China angle
    -3 versions of indo pacific l
    Indian( peaceful trade etc)
    American model( transgression of China)
    Asean model (shared responsibility and power)
    -our concern Chinese submarines, islands conquering, patrolling etc. hence, need quad.
    We need 2 strategies
    Asia Pacific
    Indo pacific
    -asean doesn’t have military muscles. Unclos verdict rejected by China on its face. Without firing single bullet, it conquered the waters
    - USA back then was not interested in this area but now times have changed
    -China=single biggest threat to USA hegemony
    -USA looking towards bimstec as a subset of indo pacific. Bimstec already overtook saarc
    Likeminded countries should come together
    Paradox=our focus on tracking China but small countries want us to focus on more important concerns like climate change, trade, disaster managements, etc in indo pacific
    China BRI double edged sword = security plus economy. Economic-military strategy
    We need to partner with small as well as big players in the region collectively
    FIND ALTERNATIVES TO BRI. Most urgent call for all
    Develop a strong economy as well as military

    It puzzles every time I see dislike/s on every RSTV informative videos. Actually what dislikers are looking for!!

    If they hate good reporting or have created permanent bias in mind, avoid coming to this channel.

      This is called democracy. If few are disliking the video it means there is a scope of improvement which can be anything increasing the time duration of an episode, reducing the number of panellists etc. Dissent vote always helps in democracy.

      @TheChiller007 The comment on which I have replied is not about the content or outlook of a video. It is a general statement.
      Coming back to the democracy, today democracy is not a narrow term. If it is then:-
      1. RSTV on TH-cam along with Many ministries and President's office channel on TH-cam?
      2. Twitter where you can directly twit to the PMO?
      3. MyGov.in can share your ideas.
      I do not see democracy is only about government and people in today's era. Technology helps to bridge the gap.
      If likes are an indicator of positive then dislikes are also an indicator of the negative side of the video.
      What kind of constructive criticism you are talking on video? When I have not made any statement on Video or content.
      Many people you can see in the comment section asking to increase the time limit, same show in Hindi, Reducing the number of panellists. Those can be reasons for disliking.
      Note:- I have not disliked the video.

    One thing I feel about the rajya sabha shows are that they are too short............... I mean, with a wonderful person hosting these shows and top bureaucrats, diplomats, analysts, editors, military personnel, etc coming to the show, I could watch the show even for 3 straight hours, without break............... because these guys don't beat around the bush and say some bullshit facts............. they keep their points very relevant to the question and also link the other information in a way that helps us understand the overall issue............ but anyways... Thank you Frank and Rajya Sabha TV for these shows.
