So what happens when you own a car outright and have a clean title from the state you are coming from? Do they make you pay that 3 percent state highway fee and get a clean NC title? Also can you share roughly how much the yearly vehicle property tax is. I see the fees themselves are reasonable, but have no idea of what the vehicle property tax is that goes to the local governments. Thanks

This is the most confusing state, is the bill of sale official or just a hand written podunk paper will work? And if I buy from TN off craigslist do I have to have a black and white copy of the sellers driver's license. Like everyone just has a copy machine?

It’s kind of annoying. Some places like UPS or the library might let you do it, I know UPS and libraries tend to do printing so maybe they’ll let you copy as well.

I don't think you need an inspection year 1 if the car is coming in from out of state but you do after that for sure.

Smog test doesn't exist in North Carolina. It's only OBD II testing and visual inspection of the emission system. And Safety inspection.

You can register it with a NC ID Card.

You can register your new vehicle in another state. You just have to prove you're a lawful citizen of the other state. It would essentially be the same as a student, for example from Texas, and going to college at Duke University. They're practically living long term in North Carolina while in school, but they're driving their personal vehicle which is registered with Texas tags. Same would also go for part time residents.

That a lie. You don't need to have your car inspected the first year. But the follow year you do have to.
