Thanks for checking that! I had been meaning to verify it with actual data like this. It's frustrating because to accomplish the same thing, you need 8/5 = 1.6 times more nukes, or 60% more because of SDI.
Unfortunately it's civ-wide. Absolutely no way to remove it. It makes things more costly to deal with, but tactical nukes still have a 62.5% chance of hitting their target, so it's possible to continue. I'm hoping that with multiple cities capable of producing commandos, I won't have to nuke all units out of existence; instead, I can damage them and clean up with units.
I wonder if global free religion might have made people not like each other as much, so some people weren't pleased with each other anymore. Not much you could do about it since saladin defied, but interesting you didn't vote for it.
Yeah, I thought of that later. It maybe could've gotten some civs annoyed or cautious with each other so they have someone else to war plot on. I doubt it could've done much to help the world hating me though - they get upset when you nuke someone they're cautious or better with.

Is SDI located in a specific city that you could raze first? Or since it's a 'project' is it just civ-wide?
