For one, I'm unfortunately stuck with commando infantry, not tanks. I didn't even bother getting the tech for tanks because I don't have enough xp to get them to commando. I'm only able to get commando infantry because of Boudica's aggressive trait giving a free promotion. In terms of calculating whether it's better to use units to finish off everything or use nukes, it's always better to use units, if you have enough. Winning a battle loses none of your resources because the unit can fight again. Firing a nuke is expensive because it can only be used once. The issue then is in having enough commando units that you can use less nukes. So far in the war with China, there have been very few opportunities to use less nukes because the scope of the war is so large and my units are spread so thin. I could've stacked them all and gone one city at a time, using 20 commando infantry, but it's more important to take down China quickly - the strategy really only works as a first strike; it becomes much more difficult to fight an extended war. If I'm able to build much more infantry later and fight smaller wars, I might be able to use 4 or 5 infantry per city, which would make the war much less nuke intensive.
You probably should have gone around trying to beg 1 gold off everybody just before declaring, back when everybody was friendly, so you have at a bit of guaranteed peace

How many nukes does a unit have to kill for a 2nd and 3rd nuke to be worthwhile over spending an equivalent amount of hammers on commando tanks?
