I don't let the whistles go off, Annie, whenever I use my pressure cooker. After the first whistle, I reduce the heat. Anyway, for this recipe, once the first whistle goes off, lower the heat and let the pressure cooker keep cooking the potatoes inside. The cooker will keep hissing, but the whistles won't go off. Even after you reduce the heat, pressure will still be maintained inside the cooker. Then 10 -11 minutes after lowering the heat, turn off the heat and let the cooker pressure come down naturally. Clara, I have mentioned in the video that I have boiled and peeled the potatoes. If I had to show the boiling of the potatoes followed by the peeling it would unnecessarily increase the length and time of the video. All the essential steps in the recipe however are included in the video.
