The next plan was Shinya Tsukamoto, a filmmaker, actor and one of Kojima's friend, but he didn't make it due to scheduling conflicts. At last, Ryotaro Okiayu was assigned as the voice actor of Vamp in MGS2. But in MGS4, Shinya Tsukamoto acted Vamp as Kojima hoped.

well, considering he also voices Kuchiki Byakuya in Bleach, it honestly sounds weird for that guy to do whooping sounds and such. :P
