Doolittle did NOT come up with the idea of bombing Tokyo. The Doolittle Raid was a U.S. Navy idea. The idea came from a U.S. Navy submarine officer, Captain Francis “Frog” Low. They brought the idea to Doolittle and he agreed to carry it out.

It's never the pilots idea. It goes much higher up the chain of command.
