I honestly believe Ben was a hero of skill. He’s definitely my top 3 fable characters. And without a shadow of a doubt my favorite character in Fable 3
If it's true that Ben was a hero of skill, then here's my theory. Ben's ancester was probably one of the guild novice who was great at aiming and attacking faster, he was (i think) about to become a hero, then guildmaster dies, he somehow figured out that the guild will be destroyed, and managed to escape before it happened, he changed his personallity and lived among the people without revealing him self. That's it

This character is in fact named after me. A fellow student who I knew slightly at university ended up years later working on the Fable development team. They were knocking around various possible character names, and the suggestion Ben Finn came up, so he said he knew a Ben Finn who was somewhat like that, and the name seemed to fit, so they chose it. (Not that I'm all that much like this Ben Finn, as far as I can tell - I've never played the game - but I'm fairly unconventional anyway, with a British accent, not sure how similar to Simon Pegg's!)
Ben really is the unsung hero of Fable 3. He's definitely a true hero just like Walter even though the guild is long gone. I never thought of him as a hero of skill of his time though it's a nice thought

Let us look at how many times we saw Ben come through horrendous situations., Aurora shipwreck .....serving at hollow man central....all of the battles.

Ben Finn was one of the best characters in Fable ever. I’d say it goes Theresa, Walter, then Finn. I truly felt like a brother-in-arms when I fought with him. Clever, good fighter, and with great dialogue. I think he could have been a Hero. If he had the chance to awaken his powers, I bet he would have been the next Hero of Skill if he had been part of a bloodline. An interesting theory is if the Heroes in 2 were direct descendants of Heroes in 1. Obviously the player character goes all the way back to the First Hero Will. But maybe certain Heroes in 1 were proficient in their skills enough to pass on their power. Hammer could be from Thunder’s line because of his immense size and strength. Garth from Maze who was a master of Will powers and very studious. And possibly Reaver from Briar Rose even though she never uses ranged weapons but is often credited with the title of Hero of Skill. Not to mention the pistol named after her, possibly belonging to her. Perhaps even some characters in 3 could have a connection. A second theory is: Reaver is actually descended from the Hero of Oakvale. He lived in Oakvale. I think it’s possible the bloodline split off with either the Hero’s children or grandchildren. Reaver was born early enough his blood wasn’t as diluted and had the Skill of the Hero. This could also be why the Shadow Court made the deal with him, having some control over Will’s bloodline.
Was this delayed? As you finished Hard Mod Fable: Anniversary. I think Ben must have had some Skill Hero Ancestor. His Skill is too high for a normal person.

I think maybe Ben was meant to be like a new hero of skill but maybe there can't be two at the same time and since Reaver can't die the title still belongs to him so while his skill is great it can't be fully awakened?
i love ben finn more than words can say and i will say until (and using) my final breath that ben finn was 100% a hero of skill. not even up for debate. we see great soldiers and there are many members of albion's army mentioned but none are mentioned as being suspiciously strong or suspiciously... glowing but ben is listed as being very accurate. and he's got reaver's swagger and charm too. just saying.
