The reason is that in the original broadcasts they put in a load of 'subliminal messages' with stupid things in them, but I think they were forced to edit them out in subsequent releases.
Everyone was paranoid about subliminal messages at the time, so they poked fun at the hysteria by putting in meaningless subliminal messages (but making them just long enough for them to be noticeable) to poke fun at everyone worried about them.
4:09 is a frog, + tadpole and/or flying insect. Easily seen at reduced speed. I wonder what subliminal effect its meant to have, was very popular at one time, especially on Second Side Up here on TH-cam and the BBC iPlayer, I hear. Tattipoos.
