Hello, I want to create a whiteboard/community SharePoint site not affiliated with a specific organization. It would be a stand-alone type of site that users would create a login to be able to use. Is this possible with Sharepoint?
You would need to create a Microsoft 365 tenant. This is typically associated to some form of organisation but doesn’t have to be. I have a test tenant for creating videos. Then you create a SharePoint site on that tenant. Share it with whoever you like.

Sounds like you don’t have the right level of access or your IT department have locked down the creation of SharePoint sites
