Where was it written in 3.0 that they were allowed to patrol outside the city? Do not say it was a given-since Soze was head of the police and he was state police. It must be WRITTEN somewhere since that is what he is complaining about.

His arguments are circular and at the resumption of government the head judge spoke to someone at the state for the authority to write laws and a constitution. It could be interpreted that authority was given for the laws to apply to the island. Also, if wants to go down state law…California state laws are published and available…I wonder how criminals would feel about a minimum of 25 years in prison? Oh never mind they will just threaten to leave and cry to get it reduced.
i dont think it needed to be a law written in the Los santos constitution , prolly in rp there is state laws(ooc lore on how things been done in the past since 1.0) your not allowed to see and in 3.0 the other departments followed there laws and rules afforded to them by the head of the departments so no need for state laws cause its just ooc from what i understand, also @14:30 in the video, it being written and underlined is just a easy solution for the whole thing but wont solve the whole problem of there constitution being fundamentally wrong at the moment of them breaking the laws(imo)
