WE need Billy back...I believe that he is inherently good and Children are a Product of Our environment. Billy's "dad" was abusive and broke Billy and that angers' outlet is being how he was with others. I love the Theory & truly hope to see Billy in ST season 5. I'd love to have him back on ST. As the Duffers said it will be more like The Lord of the Rings - Return of the King, I think we can expect giant armies battles with also an army of the dead like Aragorn did ;-) So to me, whoever died in the previous seasons is able to be back for the big finale ;-)
I bet upside down billy was vecna’s puppet. when upside down billy was at the heathers house billy had is hands crossed while standing up when he was talking to el and max in season 3. In season 4 Henry had his hands crossed and was standing in the same position like billy

The problem for Billy is that he played his villain role so well, & so bringing him back with Vecna already being revealed as the "mastermind" Villain from Day 1, he could almost upstage Henry in S5, which wouldn't make for great television in terms of how Vecna is portrayed. A minor heroic role for Billy, in terms of him helping Max escape from where she is now, bringing her out of her coma would be better in terms of a Billy return.

Good theory... also maybe when Max sees Billy in season 4 in Vecna's house, it's the good Billy still trapped in the upside down saying "let me outta here!" Vecna probably has everyone imprisoned in his mind or something

You can debunk that theory easily by looking at the season 4 vol 2 scene where Lucas told max it should’ve been her instead of billy. It’s not really 2 Billy’s or 2 Lucas it’s just vecna playing mind games. But i love this theory and effort y’all put into it

i had a theory where, max died she obviously went somewhere for like a few minutes (the upside down or heaven) so she might've brought billy down with her or something?? idk its a stupid theory but im gonna scream so hard glass will shatter if billy dosent return

I don’t think there were two Billy’s anymore than there were two Wills. Both were being controlled by the Mind-flayer/Vecna. It was more like two minds fighting over a single body.
Except Vecna never showed up as Will himself in front of him, but he did as Billy (I'm not sure if those were actual copies or just illusions though)

If Billy comes back in season 5, Billy will want to see Max in the hospital his whole life he was taking care of Max, protecting Max
Ok so, the upside down's atmosphere is toxic to humans, it will cause long term exposure just like it did to henry/vecna, there is no way he can survive the upside down with demobats, demodogs and Demogorgons, to top it off, we have The Mind Flayer and Vecna roaming around too, but I have a theory, so Billy's mind was corrupted by the mind flayer, But what if Billy's mind is still in the upside down, within Vecna, but once it reunites its corpse and his mind, he might come back, but a little bit of a part of Billy's mind was transported to Flayed billy, that's why he sacrificed himself, but that memory when billy was the happiest was lost, gone forever, he may never remember that memory again.
When after the accident he was stumbling around like he was drunk at the pool as if he wasn’t used to the environment of the upside up so it must be the billy from upside down in place of the upside up billy.
My theory is that Max is going to survive, Vecna is going to return. The four gates that opened in s4 maybe has a connection with Will's drawing in s4. Maybe Will created the monster with drawing it like Henry did. And When Billy goes to the upside down, we hear Vecna's clock 2 or 4 times. Max, Vecna's other victims, Eddie and Billy could be stuck in Vecna's mind. (Billy could be in the upside down too) When Vecna comes back, Max, Billy, Eddie and the other victims are going to return with Vecna as his puppets. And maybe Will can betray Eleven and the others and join Vecna's army. If Billy is not Vecna's puppet, maybe the others gonna beat Vecna and his army, take Max and Eddie back, go to the upside down and find Billy in somewhere on the upside down.

P.S I believe the upside down Billy was just Vecna as we know that he can appear in someone else’s form. As for the licence plate, I think it’s pure coincidence and you’re reading way more into this.

i think his come back could add more exciting plots in season 5 i mean his experience is really different from other victims vecnar has killed. he is more of a messenger rather than being straightly killed, so i think he has some sort of deeper connection with vecnar(?) and if he is back in season 5 it could be a really sharp turning point.i see people comment like if he come back the the whole storyline for max in season 4 wont make sense but i think that season 4 is mainly aimed to get a very down and unsuccessful ending so to have a sharp contrast with S05 and that does'nt necessarily mean that evverything being described actually happened with no doubt or it will be a little boring to me...and that billy really got a very full storyline and i think the scriptwriter even gave him a lot more insights than some of the main characters and it could be very dissapointing if they just let him decease which is a total waste and it will be a little bit weird for max's sharp change of her attitude to billy, adding him iin the final season could have make the story line more stimulating and complete.(maybe i am just being too serious cuz i am really writing a lot LOL).JUST GUESSING ANYWAYS personal opinion :P
