I mean it makes sense why Diglett can learn Aerial Ace. The move’s Japanese name translates to Swallow Return, and it is based off of a samurai move called Turning Swallow Cut (after the bird). Therefore, it makes sense that both actual bird Pokemon and Pokemon with claws (like Diglett) would get it…although idk why Corviknight didn’t

In some cases like Beedrill not being able to learn Bug Buzz is because its a physical attacker and in some cases like bird Pokemon not being able to learn Peck is because they dont consider that move powerful enough to be used by them.
Cosmic power REALLY makes no sense. I think they had the idea for the move but they just didn't know what the heck to name it. But that was pokemon back then. Nowadays gamefreak does whatever they want with pokemon games and are much more liberal, so they can just slap on whatever name even if it makes no sense for pokemon, ie, "first impression." Never thought there would be a pokemon move with that name but here we are.
Gastly can only learn the punches from Gen 4 onwards, including through breeding, so it's just an unfortunate side-effect of consistency across the whole line. But you know what IS weird? Haunter couldn't learn the elemental punches in Gen 2 and 3, only Gengar could, even though Haunter has those giant hands and learns Shadow Punch by level up in Gen 3.
