I have a nonprofit in Des Moines Iowa lol I been looking at this private lot to make a private park, haves to be private due to zoning, the owner was to donate it to us but they owe 13,000 back taxes on the property, how can I get the property with out having to pay the back taxes on it, and the owner can’t afford to pay it
